BIR AS shall establish a new biogas facility at Bjørkemoen in Voss. This turnkey contract includes construction and infrastructure for a biogas facility. The process part of the plant has been awarded to Biovoima Oy after a competition carried out in accordance with the regulations for the Public Procurement Regulations. The turnkey contractor for building and infrastructure will have the coordination responsibility for the turnkey contract signed with Biovoima Oy. A more detailed description of this is in Part 2 - The contract documentation and associated annexes. The biogas facility is planned to be a central element of a future biopark at this location. Bioparken shall facilitate different treatment systems for bio-waste and recycle waste where possible. The biogas facility is the first part of the biopark at Bjørkemoen. A situation may arise where there will be a parallel development on the site by other contractors. The project has an estimated limit of approx. NOK 100 million. This is only an estimate and is not binding for the Contracting Authority.

Tax and duties: Tenderers must have their tax, payroll tax and VAT payments in order.
Financial capacity: Tenderers shall have sufficient economic and financial capacity to be able to carry out the assignments under the framework agreement. There is a requirement for minimum turnover in 2022 of at least 2 times the estimated contract value in 2022 (FOA § 16-3). Tenderers must as a minimum achieve A score on credit rating and be credit worthy.

The tenderer ́s technical and professional capacity.: Tenderers shall have carried out at least two turnkey contracts for buildings, with a total contract value of at least NOK 100 million excluding VAT per contract in the last 7 years. Implemented in this context does not mean that the turnkey contractor has delivered all disciplines connected to the execution, but has been the responsible turnkey contractor in accordance with NS 8407. If the tenderer will use other companies to fulfil the experience requirement, a description shall be given of which companies are involved and what is carried out by the different companies. If a tenderer will use other companies to fulfil the requirement, commitment statements shall also be enclosed from the relevant companies that show that the tenderer can use the other company's qualifications.
