Tunnel upgrade Oslo E18 Sjølyst and Bygdøylokket

When the E18 was built, Hoffselva was led in a pipe under a road. The road has since had settlement damages above the pipe and the pipe's capacity is now insufficient. The pipe will therefore be dug up and replaced with a new culvert construction that crosses under Sjølystlokket.
Due to the geographical proximity, the establishment of a new culvert for Hoffselva and the renovation of Bygdøylokket and Sjølystloket will be carried out in a joint contract. The annual daily traffic count on this part of the E18 is approx. 77,000 vehicles per 24 hours (2019).
In addition various signing work on the E18 is included in the contract, from Lysaker to Filipstad, as well as a stretch on Ring 3 from Økern to Ryen, and by Storo/Sinsen.

Tenderers must be a legally established company or consist of a group of contractors who are legally established companies.
The requirement also applies to businesses the tenderer relies on, cf. B2 point 4.1.
Tenderers must not be a unit that is affected by the ban in section 8n in the sanction regulation
Ukraine.
Økonomisk og finansiell stilling:
Tenderers must have good economic and financial capacity to fulfil
the contract, and must also fulfil the following requirements:
1. Tenderers must have equity of minimum NOK 50 million.
2. Tenderers must have an equity ratio of at least 10 %.
3. Tenderers must have an average annual turnover of minimum NOK 100 million in
the last three accounting years.

Teknisk og faglig kapasitet:
Tenderers must have sufficient experience of a relevant nature and degree of difficultly, including from
the following central fields of work:
1. Site work in busy urban environments
2. Traffic diversions in busy urban areas
3. Work with pipes and sheet piling
4. Assembly of prefabricated concrete elements
5. Roadworks
6. Concrete renovation
7. Electrical and automation work
Tenderers must have experience from execution of central work mentioned above.
It is not sufficient if a tenderer only has experience from, for example, managing
sub-contractors' execution of the central fields of work. If a tenderer only has experience
from, for example, managing sub-contractors, the tenderer must rely on other
companies that have the required experience from the execution of the central
fields of work, see B2, point 4.1. It is then important that the correct documentation stated in point 4.1 is attached to
the tender.
