The contract includes three sub-projects:
Pedestrian and bicycle path Trøim – Holde:
A pedestrian-bicycle path shall be constructed from Trøim to the Holde bridge in Hemsedal municipality. This section is approx.1800 meters long and is situated parallel to current RV (National Road) 52.
Bjøberg – Vestland County border:
Bjøberg: The current convoy of motor vehicles' parking space at the Road barrier at Bjøberg shall be widened and expanded. A passable traffic divider and lighting shall also be established.
Bjøberg – Vestland County border: Approx. 4,000 metres of milling roads shall be established at the Hemsedal Mountain. The milling roads shall be used as snow storage areas. Milling roads are already established at the Vestland County's side of the border.

Tenderers must be a legally established company or consist of a group of suppliers who are legally established companies.
The requirement also applies to businesses the tenderer relies on, cf. B2 point 4.1.
Documentation requirement:
1. Certificate from the Register of Business Enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that will jointly constitute the tenderer, cf. B2 point 4.2, is established, and equivalent certificates for all entities the tenderer will rely on in order to be qualified, cf. B2 point 4.1.

Økonomisk og finansiell stilling:
1. The tenderer's annual financial statements, annual report and audit report for the last three years and recent information (quarterly accounts) which is of importance to the tenderer's fiscal figures.
2. A brief statement regarding information on the economic conditions or losses that are not documented other places, and that are required to be documented in accordance with Norwegian and/or international accounting standards.
3. An overview of any newly performed, ongoing or impending tax or public reviews of the tenderer’s business.
4. An overview of any significant incidents that have occurred after the most recently audited financial statements are issued.

Minste nivå(er) av standarder:
Tenderers must have adequate economic and financial capacity to comply with the contractual obligations and, in addition, fulfil the following requirements:
1. The tenderer must have a minimum equity of NOK 50 million.
2. Tenderers must have an equity ratio of at least 10 %.
3. The tenderer must have an average annual turnover of minimum NOK 150 million in the last three fiscal years.
Teknisk og faglig kapasitet:
A list of up to 8 but no less than 4 contracts that the tenderer has carried out or is carrying out in the last five years, calculated from the tender deadline. For working partnerships and where the tenderer relies on others, see point 4. The list must, c.f. the form included in chapter E, include the following for each of the contracts:

• Description of the contract works, including relevance in relation to the central works.
• Description of work that was carried out by the tenderer himself and a description of work that was carried out by sub-contractors (contract facilitators).
• The date of the assignment
• The value of the contract.
• Reference person/contact person at the contracting authority with contact information (telephone number and email address) and a statement of the tenderer’s role in the contract work. The tenderer is responsible for ensuring that reference persons are available and will provide a reference.

Minste nivå(er) av standarder:
Relevant experience:
Tenderers must have the sufficient experience of a relevant nature and degree of difficulty from the following central work:
- Engineering design
- Road construction work
- Traffic management
- Rock support
- Blasting
Tenderers must themselves have experience from the execution of the central work mentioned above. It is not sufficient that a tenderer only has experience from, for example, managing a sub-contractor's execution of the central works. If the tenderer only has experience from, for example, managing sub-contractors, the tenderer must rely on other businesses that have the required experience from execution of the relevant central works.

The Builders' experiences:
The Norwegian Public Roads Administration and other builders' experiences with the tenderer will be assessed.
Tenderers are required to show references from relevant contracts that they have carried out in a satisfactory manner.
Conditions which will be evaluated are related to i.a.:
• documentation of completed quality
• fulfilment of contracts
• compliance with provisions and procedures for HSE
• compliance with provisions and procedures concerning climate
• compliance with provisions for wages and working conditions
• observance of deadlines
• follow-up during the warranty/claims period
• use of apprentices

Selection amongst the qualified tenderers will be based on the contracting authority's evaluation of

The assessment will be based on the documentation for equivalent qualification requirements, cf. point 2.4.1.
