Vestfold og Telemark County would like to enter into a contract for the delivery and operation of a town bicycle scheme in the Grenland region. The aim of the procurement is to cover the contracting authority's need for electric town bicycles, and it will involve the delivery of town bicycles and the operation of them.

The contracting authority will have an option to expand the scope of the procurement from 250 electric town bicycles up to 500 electric town bicycles.

Requirement:

Tenderers must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT.

Documentation:

Tax certificates not older than six months calculated from the tender deadline. A tax certificate is defined as:

For Norwegian tenderers:

Tax and VAT certificate issued by the Tax Office via Altinn.

For foreign tenderers:

Foreign tenderers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Tenderers must be a legally established company.

Norwegian tenderers:

Company Registration Certificate.

Foreign tenderers:

Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Requirement:

Tenderers must have the sufficient financial strength to fulfil the contract.

Documentation:

The tenderer's Annual Financial Statements including notes with the management and auditor's reports from 2020 and 2021.

The contracting authority reserves the right to obtain a credit assessment from a recognised credit rating company.

Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:

Requirement:

Tenderers must have sufficient implementation ability.

Documentation:

A short, general description of the company shall be given, including:

An account of the company’s business concept and core competencies related to the scope of the delivery.

Description of how the tenderer is organised for and the resources the tenderer has available for the execution of this contract.

Tenderers must have good experience from comparable assignments.

The requirement includes experience with systems for the sale of mobile tickets and route information, and operation of the system.

References from descriptions of the 3 most relevant assignments in the last 5 years.

The references must be documented by completing document Part 1 Annex 3 Reference Descriptions.

Tenderers must have an established environmental management system.

An explanation of the environmental management measures, or a certificate issued by an independent body.

If a tenderer is certified in accordance with the Eco-Lighthouse certification scheme, the Eco-Management and Audit Scheme (EMAS), ISO 14001 or equivalent environmental management schemes, it is sufficient to attach a copy of the valid certificate.
