The Norwegian Police Shared Services would like to enter into a framework agreement for the procurement and maintenance of security cupboards, safes, and associated products and services on behalf of the Police Department and the Norwegian Police Security Service (PST). A more detailed description on who the contract applies to, including who is considered the Contracting Authority in relation to the contract, is given in the contract's general contract terms.

A nationwide framework agreement will be signed for security cupboards, safes, and associated products and services. This includes cupboards for storing different valuables in rooms with/without burglary protection (examples): Documents, keys, weapons, PCs, servers, and other ICT equipment, mobile telephones/communication radios, drones, batteries, and fittings. Furthermore, different types of lock systems, including a system for code locks and electronic card systems, as well as products and services that naturally belong together with what is mentioned above.

Qualification Requirement:

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

• Norwegian tenderers: Company registration certificate

• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

- A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service.

If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Qualification Requirement:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with a requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

Documentation requirement 1:

Description of up to three of the tenderer’s most relevant/comparable assignments in the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.

Documentation requirement 2:

Tenderers must submit documentation of the quality assurance system and management system. The following documentation will be accepted:

Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001:2015 or equivalent,

A description that, as a minimum, covers the company´s procedures/routines for:

- Dealing with deviations and claims

- Approval of sub-suppliers

- The process from the receipt and registration of orders until delivery at the customer.

Documentation requirement 3:

Tenderers must submit documentation of their environmental management system. The following documentation will be accepted:

• Valid attestation/certificates issued by independent bodies (e.g. ISO 14001:2015, EMAS, Miljøfyrtårn or equivalent systems), or

• A description of the tenderer´s own environmental management system. The description must, as a minimum, include the tenderer's environmental policy, routines for reducing waste, routines for dealing with waste, and a description of the tenderer's environmental goals.

Tenderers must have experience from comparable assignments, including 1) delivery of a broad spectrum of security cupboards, and 2) special adaptations of security cupboards. Special adaptations means special production or changes to existing security cupboards in accordance with the contracting authority's description.

Tenderers must have a good and well-functioning quality assurance and management system for the provided services

Qualification requirement 3:

Tenderers must have a good and well functioning environmental management system.
