The department receives samples from, among other things, the judiciary and prosecuting authorities, the correctional services and social services, and has the largest forensic toxicology laboratory in Norway. The reference substances are used in forensic toxicological analyses for the determination of drugs and narcotic substances, mainly in blood, urine and saliva. The result can lead to negative sanctions and have major consequences for the person taking the test. The department's routine activities are accredited according to ISO/IEC 17025:2017.

In 2021, the department received samples from approx. 30,000 cases. Samples are routinely examined for approx. 50 substances, but the department's repertoire spans a large number of substances. The repertoire changes and adapts to the use of drugs in society - there is therefore a need for flexibility in the assortment, as this is an ongoing process. Preferably, certified reference substances (CRM) or reference substances from manufacturers accredited according to ISO/IEC 17025 and ISO 17034 are to be used.

The department makes standards and controls from the reference substances for most of its analyses of drugs and medicines. For the analysis of sanctioned samples, efforts are made to use reference substances from two different manufacturers for the preparation of controls and standards for each individual substance that is analysed, which entails the need for parallel agreements.

Each reference substance in the standard assortment is withdrawn four times per year - i.e. twice from provider A and twice from provider B. Consumption varies for internal standards, but it is estimated to be withdrawn one to two times from teh specified sales unit.

Based on the price level with existing suppliers in 2019-2021, the estimated annual cost is NOK 750,000. Withdrawal of products in the variable assortment makes up the largest part of the value of the contract, which was around 85% last year.

The need for reference substances has been stable over several years and no major changes are expected in the basis for sampling and analysis. To take a general increase in the need for analysis due to population development etc. into account, as well as any changed sampling criteria, a maximum volume increase of 5-10% is assumed.

The stated consumption/scope is an estimate for information to the tenderer, and is not binding for future contract volume.

Beskrivelse av fornyelser:

The framework agreement will have a duration of two (2) years from commencement. The contracting authority can extend the contract for one (1) year at a time for up to two (2) years. The maximum contract period is four (4) years (2+1+1).
