The objective of all labour market training courses is that they shall contribute to the job applicants being qualified for vacant positions. The service shall provide the target group training/qualifications for the stated subject area.
The purpose of the procurement is for participants to obtain a driving license and qualify for work as drivers of heavier vehicles class C and/or CE, with the aim of relevant paid work. A large proportion of the relevant participants are considered to be in need of assistance in the form of a group initiative with training, qualification and job placement. Some of the relevant candidates will only need qualification or have previously completed parts of the training course for professional drivers, and will need individual locations to update their skills or complete the qualification to obtain a driving licence.

The procurement is subject to the Public Procurement Act, dated 17 June 2016 no. 73 (PPA) and the Public Procurement Regulations dated 12 August 2016, no. 974 (PPR) with any later amendments. This procurement is subject to the Public Procurement Regulation Part I and IV. This procurement follows the procedures for procurements in accordance with the regulations part IV. The contracting authority reserves the right to clarify and negotiate with the tenderers to the degree that the contracting authority finds it appropriate. The contracting authority is planning to hold negotiations in this competition.

The procurement comprises two lots (Part II and Part III of the tender documentation), and separate framework agreements will be entered into for each lot. There will be one competition that applies to both lots, and one tenderer will be selected. The tenderer must make an offer for both lots, and must have a system for each of the lots in Annex 2. A framework agreement will be entered into with the same tenderer for both lots, and there will not be an opportunity to submit an offer for only one of the lots. The supplier must be able to complete qualification for the lorry driver profession both as a group implementation and as individual parallel locations. Further specification can be found in parts I, II and part III of the tender documentation.

The value of the procurement for the two lots for a maximum agreement period of 4 years is estimated at NOK 44,000,000.
Lot 1 - Group implementation:
The maximum procurement value for a 4 year period is approx. NOK 35,000,000.
Lot 2 - Individual locations:
The maximum procurement value for a 4 year period is approx. NOK 9,000,000.
The stated value for the framework agreements is the estimated maximum value for the entire agreement period, including any extensions. Use of the measure, and thereby the value of the framework agreements, will depend on a number of factors that may vary over time, cf. Tender documentation part I - Conditions.
