The Norwegian Public Roads Administration, Development Division, c/o the Joint Project Arna - Stanghelle, (hereafter called the contracting authority), would like tenders for consultancy services for preparatory work on the Joint Project. This consists of assistance with the preparation of the tender documentation for the procurement of contractors for preparatory work, various preliminary surveys, environmental plans, and the formulation of emission applications. Three site cross-sections from the sea and in to the new main tunnels, preparation of landfill sites, preparation of cuttings, demolition of released houses, are examples of preparatory contracts that require tender documentation. Emission applications include run-off from the landfill site, tunnelling, and crushing mill. Many of the preliminary surveys that are to be carried out are connected to the surrounding environment, such as mapping foreign species and environmental engineering surveys. The environment plans that are to be formulated include a plan for taking care of anadromous fish, an agricultural plan (condition report), and environmental monitoring programme.

The aim of the procurement is to ensure access to consultants with the required competence and experience to formulate the necessary tender documentation so that we can make procurements and contract contractors for the preliminary work. Consultants must, thus, have competence and experience in formulating emission applications and carrying out the relevant preliminary surveys and environmental plans.
