Procurement of a trade system based on standard cloud services

We would like to replace the trade system that is used for the use of and updating the register of persons in Norway who can undertake lawyer or legal help activities, as well as assistant lawyers. We would like to procure a future orientated and secure system that not only sees to the Supervisory Council's needs, but also facilitates other public entities having access to information in the register. We would like to modernise the way we approach existing processes. We would also like to join up with other authoritative registers and automatically obtain necessary information from these. The Supervisory Council would like to replace the current system with a trade system/standardised CRM system for registering information on lawyers, assistant lawyers, legal helpers, and other title holders under our area of supervision. The trade system must be based on standard Software-as-a-service 'SaaS' cloud service(s). See the attached annexes to SSA-small cloud, particularly annex 1 for further details on the delivery.

Beskrivelse av fornyelser:
The contract will be valid for 3 (three) years from when it is signed. The contract will then be renewed automatically for 1 (one) year at a time, unless 6 (six) months notice is given by the contracting authority, or 12 (twelve) months notice by the tenderer, before the renewal date.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have the tax and VAT payments in order.
Documentation requirement: The tax certificate shall not be more than 6 months from the deadline for receipt of tenders.
Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement: A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
Teknisk og faglig kapasitet:
Requirement: Tenderers must have experience from comparable assignments.
Documentation requirement: Description of up to three of the most relevant assignments during the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.
