Vestnes Municipality intends to enter into a contract for the hire of a temporary school building. The number of pupils at Tresfjord School will increase in the coming school year (autumn 2022), which has led to a need for additional classrooms. The contract will cover one temporary school building (barracks building) that will house 2 classrooms, 2 group rooms, 1 office, 2 toilets, cloakroom area, and 1 broom cupboard/cleaning room. The tenderer will be responsible for the complete planning and development of the assignment, including engineering design services for the assignment.

Option for an expansion of the scope:
The contracting authority has the right to hire additional barracks modules that will house one extra class. The barracks modules must meet the terms in the requirements specification.
Option for hiring furniture:
30 sets of desks and chairs per classroom.
15 sets of desks and chairs per group room.
Storage shelves for 30 pupils per classroom.

Requirement:
Tenderers must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT.
Documentation:
Tax certificate not older than six months calculated from the tender deadline. A tax certificate is defined as:
For Norwegian tenderers:
Tax and VAT certificate issued by the Tax Office via Altinn.
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Tenderers must be a legally established company.
Norwegian tenderers:
Company Registration Certificate. The contracting authority will obtain a Company Registration Certificate from the Brønnøysund Register Centre for Norwegian tenderers. Norwegian tenderers do not, therefore, need to submit a such a certificate.
Foreign tenderers:
Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
The tenderer must have the financial strength to carry out the agreement.
Documentation:
The tenderer's Annual Financial Statements including notes with the management and auditor's reports from 2020 and 2021.
If the Annual Financial Statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.
If there are reasons as to why the provision annual accounts cannot be attached, the tenderer can document finances in another way.
The contracting authority reserves the right to carry out a credit assessment from Experian.
Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The contracting authority will obtain the revised annual accounts from the Brønnøysund Register Centre for Norwegian tenderers. Norwegian tenderers do not, therefore, need to submit their revised annual accounts.
Teknisk og faglig kapasitet:
Requirement:
Tenderers must have experience from relevant and comparable deliveries.
Documentation:
An overview of relevant deliveries that the tenderer has carried out in the last 3 years.
The overview of the deliveries must, as a minimum, include the following:
A short description of the delivery, as well as the name of the contracting authority.
Date of implementation.
Scope of the contract in monetary amount.
Tenderers must have a documented environmental management system.
A description of the tenderer's environmental management system.
If a tenderer is certified in accordance with ISO 14001 or its equivalent, it is sufficient to provide a copy of a valid certificate.
Tenderers must have a documented HSE system.
Tenderers must submit a table of contents for their HSE system, and this and any detailed description, must confirm compliance with the requirements in the Internal Control Regulations.
