The contract is for application management and application operation of the system Quality System in Agriculture. The contract will ensure stable operation and access to support and further development of the system. The system must be able to meet the market's expectations as regards quality assurance of relevant work in agriculture.

The contract also applies to the operation, maintenance, and further development of the trade system for the brands Nyt Norge and Spesialitet, as well as for the local food database on lokalmat.no.

It is desirable, but not an absolute requirement, that the systems for KSL, Nyt Norge, Spesialitet and lokalmat.no are transferred to one and the same platform.

The transfer of all three databases to one and the same platform, and the further development of the systems beyond necessary updates/technical maintenance, depends however on financing. The financing model for Stiftelsen Norsk Mat means that we depend on the results of the agriculture negotiations from year to year in order to have security for budget resources for development beyond what is required for stable and secure operation.

The qualification requirements are described in the tender documentation:

Tenderers must be a legally established company, registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

Norwegian companies: Company registration certificate

Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

The documentation must not be older than six months old at the deadline for submitting a request for participation in the contest.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to execute the contract.

Documentation requirement:

For companies that are obliged to submit their accounts in accordance with the Norwegian Accounting Act, section 1-2: Presentation of the company's signed and completed annual accounts for the last two years - in accordance with what was submitted to the Brønnøysund Register Centre.

For single person companies that do not have to submit their accounts in accordance with the Norwegian Accounting Act, section 1-2: Trading statement for the last two years.

And/or

Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.

Teknisk og faglig kapasitet:

The qualification requirements are described in the tender documentation:

1. Tenderers must have experience from comparable assignments.

2. Tenderers must have sufficient economic and financial capacity to complete the contract.

3. The tenderer and contact person must understand Norwegian. The delivery is deemed to be complex for the contracting authority, and competence in the Norwegian language is important in order to ensure a good understanding of problems and follow-up and dialogue with the tenderer.

Documentation requirement:

1. Description of up to three of the tenderer’s most relevant assignments during the last three years. The description must include a statement of the assignment's scope, value, date, and contracting authority (name, telephone number, and email address), as well as who can be contacted as a reference.

It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier. The description must be on maximum ½ A4 page per assignment.

2. Overview of the number of employees with relevant competence.

3. Confirmation from the tenderer of competence in Norwegian in the company.
