A new administration system for audio visual material will be used for the administration of the National Library's collection of moving pictures, sound fixings, and pictures.
- Moving pictures means minimum video, television, and film.
- Sound fixings means minimum radio, documentation recordings, published, and unpublished music.
- Pictures means all types of picture presentations - photographic, drawn, painted, printed, etc., - which, as a starting point, are of the type stationary picture. The following products will be included in the delivery to the National Library:
- An administration system based on an off-the-shelf product. Emphasis will be put on the new system having a large amount of flexibility, and that it is easy to configure based on the organisations and users' needs. The administration system must cover NB's need for the administration of the organisation's AV material. The most important needs are described in the document (FAV UserStories).

- In addition to the actual operations system, a test version of the system is to be established that can be used for training and testing the delivery, and for testing and training for future upgrades of the system before they are puy into production.

The National Library would like to price an option for a support contract that covers 24/7/365, with four hours response time. However, this will not be included in the price calculation.

Other economic and financial requirements
In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:
Minimum requirements for qualification
Tenderers must have good economic and financial capacity. Documentation requirement: Tenderers must be credit worthy equivalent to A (Bisnode, Experia, or similar). The report must not be older than six months and it must be based on the last known accounting figures. In addition tenderers must submit an overview of any significant incidents that have occurred after the most recently audited financial statements were issued. If a tenderer, due to valid reasons, cannot prove his financial position in accordance with the above-mentioned documentation requirements, the contracting authority will assess other suitable documentation if this is submitted together with the enquiry.

1: Tenderers must have experience from several similar deliveries in the last three years. Similar deliveries mean deliveries of an equivalent product to the product that is offered to NB, and with an equivalent scope as regards the administration of object types, amounts, and number of users. Documentation requirement: Description of up to three comparable reference projects that have equivalent object types, amounts, and number of users. The description must provide information on who the customer was, what was delivered, with a short explanation of why the reference is comparable, when the delivery was made, object types and amounts, and the number of users.

2: Tenderers must have experience from minimum one delivery of audio visual archives of an equivalent product to what is now being offered in the last three years. The description must provide information on who the customer was, what was delivered, with a short explanation of why the reference is comparable, and when the delivery was made.

4. Tenderers must have implemented a management system for information security. Documentation requirement: Certification from international standards such as ISO-27001 or similar. Or a description of the tenderer's system. The description must include a table of contents, an account of the system, and it's structure. A description of how the system is integrated in the organisation, and how it functions in practice.
