The Agency for Urban Environment has a large investment portfolio, which must be planned and carried out in accordance with Oslo Municipality's principles for investment processes. The investment budgets always depend on the annual grants and can vary from year to year.

The Agency for Urban Environment is the municipality's professional body within transport, and is responsible for planning and carrying out projects within roads, streets, foot/cycle paths, and urban spaces.
The Agency for Urban Environment's projects are varied and vary in scope, duration, and cost, from minor measures with a cost of less than NOK 1 million to larger projects with a cost of more than NOK 500 million. The Agency for Urban Environment has many different planning and engineering design assignments that will be ordered from the engineering consultancy company. The projects are of varying type, size and complexity, and there there is a need for various competence in the projects.

The parallel framework agreement will consist of detailed and development plans, including impact assessments, and construction plans and function descriptions for turnkey contracts for specific road, street and urban spaces projects.
Examples of assignment can be early phase reviews, preliminary project, zoning plan and engineering design of roads, streets, foot and cycle paths, hiking paths, squares and meeting places, green spaces, pavements, retaining walls, bridges, junction design, roundabouts, and various traffic safety measures. Requirement: Tenderers must be registered in a register of business enterprises,
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have good financial solidity to fulfil the assignments under the framework agreement.
Documentation requirement: Credit evaluation/rating equivalent to 'A' in the AAA-rating system, not older than 6 years, which is based on the last known accounting figures, cf. the PPR §16-4 (1) letter f.
The contracting authority reserves the right to undertake their own credit assessment/rating of the tenderer.
Teknisk og faglig kapasitet:
Requirement: Tenderers must have experience from preliminary projects, development, and engineering design services for roads, street and urban spaces projects in urban areas with many user groups/types of traffic, large traffic quantities and complicated technical infrastructure.

Requirement: A quality assurance system is required for the services that will be delivered.
Documentation requirement: An account of the system and a description of how quality assurance is carried out.
Tenderers must complete the form in annex 6.
If a tenderer is certified, it is sufficient to attach a copy of certificates issued by independent bodies confirming that the tenderer fulfils specific quality assurance standards, for example ISO 9001:2008 or equivalent.
Tenderers cannot rely on sub-suppliers for this point.
