The contest concerns Contract 7010 "Municipal roads and water/sewage in Lier". The project includes the establishment of a flood-proof access road to the hospital from Strandbrua and the opening of Nøstebekken. The undertaking includes Water/Sewage, Electrical and Road technical infrastructure and green areas in connection with the opening of Nøstebekken. Contract 7010 has interfaces with other parties and adjacent projects.
The work must be carried out as a general contract where the contractor who is awarded the contract for this contract must be the main company in accordance with the Working Environment Act of 17 June 2005 no. 62 §2-2.
The value of the procurement is anticipated to be approx. NOK 70 million excluding VAT. The value is an estimate and is not binding for the contracting authority.

The builder reserves the right to cancel the competition with immediate effect if there is a justifiable reason, for example if the sum of the offer deviates from the builder's financing of the procurement.

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered splitting the contract in accordance with the PPR §19-4, but has decided that this is not suitable for this type of contract.

Contract period The contact is expected to commence on 03.03.2023, with startup at the building site by 02.05.2023. Takeover will be 26.09.2025 at the latest.
Contract provisions The contractual relationship will be regulated by NS 8405:2008 with associated other contract provisions. See Annex B1 Contract provisions NS 8405. Annexes to the tender documentation are part of the contract documentation. Tenderers must familiarise themselves with all the contract terms.

Tax and VAT certificates
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate must not be more than six months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. Other economic and financial requirements: Economic and financial capacity.
Requirements regarding the tenderer´s economic and financial standing: The tenderer must have the necessary economic and financial capacity to carry out the assignment. Contract (ESPD: Part IV B.58-3).
Documentation requirement: Annual reports and annual financial statement including notes for 2021, with accompanying audit reports including new information of relevance to the company's fiscal figures.
The contracting authority reserves the right, but does not have the obligation, to carry out a credit check of the Tenderer via the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

In such cases, the contracting authority will assess the finances of the supporting company in the same way. Teknisk og faglig kapasitet:
There are requirements regarding the tenderer's technical and professional qualifications.
a. The tenderer must have good experience, capacity and competence from comparable assignments (ESPD: Part IV B.58-4).
Documentation requirement:
The tenderer must give an account of the company's organisation, competence and organisation of equivalent large projects. An account of the tenderer's average annual workforce and the number of employees in the management during the last three years must be given. The tenderer must state the company's five most relevant deliveries in the last 3 years, including their value, description of work and challenges, time and recipient (name, telephone and e-mail). When submitting a list of more than 5 reference projects, the five most recently completed projects will be considered if the reference projects are not otherwise designated.

The contractor must have a documented and implemented quality system that is in accordance with ISO:9001, as well as in accordance with the requirements described below. The contractor's quality system must be in accordance with the following:
Establishment and maintenance of the quality system must be based on ISO:9004.
The contractor's quality/HSE system must satisfy the "Regulations on systematic health, environmental and safety work in enterprises" (Internal Control Regulations) established by royal decree on 6 December 1996, with entry into force on 1 January 1997.

The contractor is responsible for verifying and, if necessary, correcting/revising its own quality system, as well as all the quality systems of all of its subcontractors. The results of these activities must be documnted. The following information must be submitted:a. An overview of internal audits carried out in the last 12 months (date, subject area, number of identified deviations and areas for improvement).b. The quality systems of subcontractors must be based on the requirements given in ISO:9001.

The contractor's quality system must also include data/information security and verification/validation of data tools. For this purpose, relevant parts of ISO 27000 must be used.
