NRK is announcing an open tender contest with the intention of entering into a parallel framework agreement in order to join up with tenderers that can assist with the recruitment of interview objects, holding interviews of focus groups, etc., reports and presentation of the result, etc.
The framework agreement will cover several types of services that will cover NRK's need. These are detailed in the sub-contracts that tenders can be submitted for:
- Sub-contract 1 recruitment
- Sub-contract 2 content testing
- Sub-contract 3 product testing
- Sub-contract 4 strategic projects
NRK would like to enter into a contract with maximum three tenderers per sub-contract.

The contract will be valid for 2 years from when the contract is signed, with an option for the contracting authority to extend for 2 years. The framework agreement can be valid for a maximum of 4 years.

Taxes and duties:
Norwegian tenderers must have their affairs in order regarding the payment of tax, employer contribution and value added tax (VAT). Documentation requirement: Tax certificate not older than 6 months. The certificate can be collected from Altinn.
The tenderer’s registration, authorisations, etc., (organisational and legal position):
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Documentation Requirement: Norwegian companies: Company registration certificate. Foreign companies: Verification that the company is registered in a company register, professional register or a trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:
Economic and financial capacity:
Tenderers must have sufficient economic and financial capacity to be able to implement/fulfil the contract. Documentation requirement: Accounts: The company's annual accounts with the auditor's report for the last two years are to be attached, as well as any other recent relevant information. Credit rating: A credit/solidity rating and bankruptcy prediction from a certified credit rating company must be enclosed with the qualification application. The assessment must provide information on (1) the credit rating and (2) the extent of any risk of bankruptcy (bankruptcy prediction). The assessment must not be older than three months from the tender deadline. NRK retains the right to undertake an assessment free of charge of the tenderer's economic and financial standing through Experian unless the tenderer in the letter of offer expresses otherwise. If a tenderer, after an assessment of themselves, is in doubt as to whether the documentation of their financial capacity will be seen as sufficient, or if they have valid reasons as to why the requested documentation cannot be presented, a guarantee from a parent company that fulfils the qualification requirement (the above mentioned documentation requirement must be presented for the parent company), or alternatively documentation in the form of, for example, a statement from an auditor or financial insitution that is suitable for fulfilling the documentation requirement, can be accepted.

Tenderers must have implemented relevant projects during the last three years. Relevant deliveries and references means projects with comparable scope as described in the point 1.2. Documentation Requirement: Description of up to 3 of the tenderer's most relevant assignments for the relevant category/categories in the last 5 years. The description must include: The customer's name. A short description of the type of assistance, methodology, and relevance. Scope in hours and/or monetary amount. Dates of the assistance. It is the tenderer's responsibility to document relevance through the description. A description of any sub-contractors must be provided, including their role in the projects. Signed commitment statements must be delivered, ref. Annex 2: Commitment statement.
