Module-based higher education for administrators at nurseries and schools

In the parliamentary bill St. 19 (2015-2016) Time for play and learning, the government proposed to revise the competence strategy - Competence for future nurseries (2018-2022). The competence strategy shall contribute to practical realisation of the intentions and requirements in the framework plan.
The administrator education scheme shall contribute to increasing the management skills and work with the development of qualities for the nurseries. During the strategy period, it has been considered to develop module-based higher education for administrators who have completed director education. The directors have a need for competence development within several of the same professional areas as school administrators. In a letter dated 20 September 2019, the Ministry of Education wrote that module-based higher education for directors can be initiated and viewed in the context of module-based higher education for school administrators. The modules Law for administrators and Management of development and change work were launched in the autumn of 2021 as a joint educational offer for nursery and school administrators.

In the parliamentary bill St. 21 (2016-2017) ‘Desire to learn - early efforts and quality of the school’, the Norwegian Ministry of Education and Research has proposed module-based post-graduate studies for headmasters and other school administrators who have completed the Master programme in Educational Leadership or equivalent education. The measure will meet the need for systematic competence development for school administrators beyond the basic competence provided by the headmaster's training.

The module School environment and management was launched as the first module in autumn 2018. In 2019, four new modules were introduced, so that from autumn 2021 there are five modules for school administrators: School environment and management, Digitisation and management, Management of learning and curriculum work, Law for administrators and Management of change and development work. The requirements specifications for the last four modules were revised in 2021 and the last two modules are, from autumn 2021, a joint educational offer for administrators at nurseries and schools.

See Annex no. 26 to the award letter to the Directorate of Education for 2021, assignment 2021-032, the Ministry of Education commissioned the directorate to assess appropriate competence development in the nursery and school environment for directors and school administrators. The assignment is to be executed by initiating joint module-based higher education for nursery and school administrators from the autumn of 2023: Nursery and school environment and management.

Beskrivelse av opsjoner:
A contract will be entered into for the period 2023-2028 (cf. point 1.3). The Norwegian Directorate for Education would like an option for an extension of the contract until 2030. The purpose of the extension is to continue the education offer if implementation goes well during the contract period. The Norwegian Directorate of Education will decide whether to trigger the option by 01.07.2027.
