Departementenes sikkerhets- og serviceorganisasjon

DSS [the Norwegian Government Security and Service Organisation] currently has a telephony contract with Telenor for landline and mobile telephony services. All departments at SMK [the Office of the Prime Minister], the 22 July Centre and NORAD [the Norwegian Agency for Development Cooperation] are currently affiliated with the current telephony agreement. With this call for tenders, DSS [the Norwegian Government Security and Service Organisation] wishes to enter a new agreement for the supply of telephony services. This includes the supply of landline and mobile telephony as well as business services.
The procurement of mobile terminals and landline telephones with the relevant accessories is not included in this contract.

In addition to DSS, the following agencies in the community of ministries shall have the option to enter the agreement when the agreement is entered: AID, BFD, FIN, FD, HOD, JD, KMD, KDD, KLD, KD, LMD, NFD, OED,SD,UD including the foreign service missions. Other entities in the community of ministries, including the Prime Minister´s Office (SMK), the 22 July Centre, the Office of the Attorney General, NORAD and NOREC, shall have an option to enter all or parts of this agreement at any time in the contract period or option period, on the same terms as for DSS.

The estimated agreement value is between NOK 60 million and 90 million, excluding VAT. The estimated value is not binding for the contracting authority. The estimate is based on historical consumption as well as an assessment of future needs.

Beskrivelse av fornyelser:
The agreement period is 2 (two) years. The contracting authority shall have the option for extending the agreement for another 1 + 1 (two) years, which gives the agreement a potential maximum period of 4 years.

Requirements: The tenderer must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
The tenderer must not have (significant) arrears regarding the payment of taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Teknisk og faglig kapasitet:
Requirement: The tenderer must have sufficient ability and experience to carry out the delivery.
Documentation: A description of the tenderer´s most relevant assignments in the last three years, together with information on the contracts´ values, dates of delivery or execution and names of the recipient. Relevant assignments are defined as assignments/deliveries of an equivalent nature and size as requested in this invitation to tender. The tenderer is responsible for ensuring that the description is of such a nature that it verifies compliance with the requirement.

Requirement: The tenderer shall have a good and well-functioning quality assurance system.
Documentation: A description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of the valid certificate.
