In some cases and at times with extra workload there is a need to procure external legal assistance. The contracting authority and contract party is DSS, c/o the Section for Procurements (ANS). It is ANS in DSS that will make the call-offs, but all the ministries, in addition to the Office of the Prime Minister and the 22 July Centre, will be able to use the contract.
The main aim of the procurement is to enter into a framework agreement for legal assistance within several legal areas, but with the main emphasis on public procurements. Attention is drawn to the fact that DSS has a separate contract for procurement assistance.

Kort beskrivelse:
The need is for assistance within
- The Public Procurement Act and adjoining laws and relevant regulations such as the National Security Act, the EEA Act, the Public Procurement Regulations, the Defence and Security Procurement Regulations.
- The law on processing personal information and the regulation (EU) 679/2016 (GDPR)
- The law on payment methods in administration cases
- Contract, replacement, and company law, including complex ICT contracts
- Individual and collective labour law, including the law on working environment, working hours, and job protection, the law on government employees and the law on public service disputes, as well as adjoining laws and relevant regulations
- The law on tax of wealth and income, and the law on VAT, as well as adjoining laws and relevant regulations
The list is not meant to be an exhaustive list. DSS reserves the right to ask the tenderer for assistance related to other legal areas than those mentioned above.
We would like to have 3 permanent key resources that DSS can use, of which one resource must have the role of customer contact. The offered key resources must have security clearance at Secret level.
A licence to practice law is required, as well as five years experience as a lawyer for the offered key resources.
A framework agreement will be signed with one tenderer for 2 years, with an option for an extension for a further 1+1 year. The value of the procurement is estimated to be maximum NOK 12,000,000 excluding VAT for a period of 4 years.

Vilkår for deltakelse
Liste og kort beskrivelse av regler og kriterier:
Requirement: Paid taxes and duties. Documentation: A certificate, not older than six months, verifying that the tenderer has fulfilled his obligations in relation to the payment of taxes, social security contributions and VAT.
Requirements: Tenderers must be a legally established company. Documentation: Company registration certificate or a printout from the Unit Register for single person companies not required to register.
Requirement: Tenderers must be able to show sufficient economic and financial capacity to fulfil the delivery. Documentation: A credit rating with key figures from a certified credit rating company or other documentation to demonstrate that the requirement has been met.

Documentation: A description of the tenderer's up to three most relevant assignments in the last three years, together with information on the contract's value, date of delivery or execution, and the name of the recipient.
