Agder County, avdeling samferdsel shall procure cloud-based off-the-shelf solution for SMS notification for affected population in a designated geographical area. Examples of what affects the population and neighbours are blasting work, road closures, initiation of projects, dust / noise / vibrations, restrictions regarding traffic management, summons to information meetings / open days and other needs that affect residents within a designated geographical area. The tool can be used in Agder, and by all departments in Agder County.

The framework agreement will be valid for two years from the last signing date, with an option for the contracting authority to extend one or more times for up to a further two years, altogether a maximum of four (4) years.

All departments in Agder County shall be able to enter an option if necessary.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Tenderers that have tax and social contribution liability in Norway: Tax and VAT certificate not older than 6 months.

Companies who are liable for tax and duties abroad shall submit an equivalent certificate as mandated by the legislation in the country where the tenderer is registered as a company.

Documentation requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract.

The required capacity will be assessed in relation to the contract's value, services, risk and length.

The contracting authority will obtain a credit rating of tenderers itself. The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

Teknisk og faglig kapasitet:

Tenderers must have experience from equivalent contracts.

A minimum of 1 and a maximum of 3 reference assignments must be described by the tenderer.
