The aim of the framework agreement is to ensure that the Norwegian Customs has access to consultancy services for the following fields:
• System development
• IT-security
• IT-operations and infrastructure
• Project management, process management, and project support
• Business development
• Finance and administration
The Norwegian Customs would like to enter into a framework agreement with a tenderer that will cover the procurement of consultancy services within all of these fields.
Attention is drawn to the fact that the Norwegian Customs, in addition to this framework agreement, plans to made one or more procurements of consultancy services for system development fields.

Attention is drawn to the fact that the Norwegian Customs, in addition to this framework agreement, plans to made one or more procurements of consultancy services for system development fields. In this field it is therefore expected that these contracts will mainly cover the need for consultancy services, but there will be some need for consultancy services not covered by these contracts, and then, as a starting point, the framework agreement for the procurement of consultancy services will also be used for this field.

In other fields, this framework agreement will be used when there is a need for consultancy services. For some of the other fields the Norwegian Customs has continuing contracts that can cover consultancy services, and these can therefore be used parallel to this framework agreement. The Norwegian Customs reserves the right to enter into contracts for fields that are covered under the framework agreement and use these parallel to this contract if needed.

The Norwegian Customs reserves the right to request services in the market if inadequate tenders are submitted for call-offs during the framework agreement.

Scope of the procurement

Based on previous consumption and the Norwegian Customs' total plans for contracts with consultancy service in the coming years, the value of the framework agreement is estimated to be between NOK 30 mill and NOK 50 million a year.

These are estimates, however, and the amount can be both higher and lower in individual years. The amount under the framework agreement is uncertain.

Tenderers must be a legally established company.

Tax certificate

Økonomisk og finansiell stilling:

Sufficient economic and financial standing to fulfil the contract is required.

Tenderers must have good credit worthiness without a requirement for security.

Teknisk og faglig kapasitet:

Tenderers must have consultancy procurement services as an important part of their business activity and sufficient capacity to provide the requested services.

This means that communication activities must be clearly organised, and that tenderers must have a sufficient number of employees with the competence to procure and manage consultants within the requested areas with a high degree of service and quality.

Tenderers must have experience from the dissemination of consultancy services, and must be able to refer to reference assignments where the procurement of consultants (not own employees) was provided within the requested fields, with a scope of procured consultants on a level with what is requested in this framework agreement. Tenderers must have experience from at least three comparable deliveries.

A good and effective quality assurance system/management system is required for the services that will be provided.
