The Agency for Development sees to the builder function for municipal construction projects within schools and nursery buildings, nursing homes, the fire and chimney sweeping service, arts buildings, sports buildings and administration buildings. This applies to both module buildings and built on site buildings.

According to the The National Planning and Building Act (Norwegian: PPL) § 24-1 and § 24-2, independent inspection of building applications is obligatory. The contracting authority primarily needs to enter into an agreement with an enterprise that can implement independent inspection of engineering design and execution for the inspection areas of geotechnics, structural safety, building physics and fire protection.

The framework agreement can also be used for inspection assignments that are not included in the requirements in the legislation. The prospective need will be clarified and described in each individual call-off.
The contract also applies for: Etat for boligforvaltning (EBF) [the Agency for Housing Management], that will also undertake call-offs on this contract.
Varighet: 24 måneder

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for the qualification requirements:
The company must be legally registered. Documentation requirement: Companies that are registered in the Norwegian Register of Business Enterprises and the VAT Register do not need to attach documentation. The contracting authority checks organisation numbers in the company's Mercell profile. Attention is drawn to the fact that it is the organisation number that is on the company's profile for this competition in Mercell that will be checked. For companies that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:

Documentation requirement: The contracting authority will obtain information on the company´s economic and financial capacity via Proff Forvalt, (companies that have submitted their accounts to the Brønnøysund Register Company are registered through Proff Forvalt). If the information on Proff Forvalt is not correct, or if supplementary information is required to highlight the company´s economic and financial situation, this can be submitted. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled. Foreign companies: The company´s last two auditor approved Annual Financial Statements.

If the enterprise does not have a certificate confirming compliance with the requirements for inspection areas (designers and contractors), the following documentation must be submitted: master's degree in engineering education or architecture, civil architect, civil engineer, or equivalent degree with 300 credits, or equivalent, and 8 years of experience. If the enterprise submits joint tenders (consortium), it is sufficient that the enterprises jointly meet the requirements for technical and professional qualifications.
