Ringsaker kommune

The framework agreement, henceforth referred to as the Agreement, shall cover the Contracting Authority's needs for consumables related to the product area digital teaching aids / products, printed teaching aids with associated digital teaching aids, printed books and audio books.
The Agreement covers 8 book group classifications.
The following are not covered by the Agreement: purchase for all libraries belonging to the Contracting Authority.
The Contracting Authority has in the recent years changed to more digital teaching as students receive Ipads / PCs when the school starts. We therefore expect that the use of digital teaching aids / products will increase and printed books / teaching aids will be significantly reduced during the agreement period.

Kort beskrivelse:
The contracting authority for this competition is listed in the annex ' Contracting authorities included in this competition’. The competition is being held by Ringsaker municipality on behalf of other contracting authorities.
Each contracting authority will sign an individual contract and will be responsible for their own fulfilment of the contract.
The follow up of the agreement on a paramount level, including conversations with the providers, for all contracting authorities shall be carried out by the authority responsible for the contract. Responsible for the contract is Ringsaker municipality.

Beskrivelse av fornyelser:
The Contracting Authority has an option for up to one year extension of the Agreement for up to 2 times. The Contracting Authority has an unilaterally right to extending the Agreement.
The option is automatically activated unless the Contracting Authority within 3 (three) months before the end of the Agreement period give a written notice that the option shall not be activated or shall be valid for a shorter period than one year.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
1. The tenderer must have sufficient economic and financial capacity to be able to fulfil the Agreement. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Documentation Requirement: The contracting authority will check the tenderer's economic situation from DIFI's eBevis and undertake an individual credit evaluation via Bisnode. A credit rating equivalent to score 3 (worthy of credit) or a higher score in accordance with the standard. Recently established companies will be assessed separately.

Teknisk og faglig kapasitet:
2. The tenderer must have experience from comparable assignments. Documentation requirement: A description of the tenderer's 3 most relevant contracts in the course of the last 3 years. The description must include a statement of the contract value, date. recipient and contact person (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description.

3. The tenderer shall have a quality assurance system adapted to the products/services that shall be delivered. Documentation requirement: A description of the tenderer's system for quality assurance of the products / services to be delivered. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certification, it is sufficient to enclose a copy of the valid certificate ISO 9001 or equivalent quality assurance certificate.

4. Tenderers must have a good environment management system. Documentation requirement: Statement of environmental management measures for the tenderer's environmental management system or environmental standards. If the tenderer has a certificate issued by independent bodies, e.g. ISO 14001, the Eco-Lighthouse certification scheme or EMAS, it is sufficient to present a copy of the valid attestation/certificate.
