The health trusts in HSØ would like technological support systems for the development of modern digital learning concepts, good publication systems (availability), and more efficient course administration. In addition there are new forms of learning concepts that we would like to use, (e.g., simulation, AR/VR/MR, holograms, etc.).

The trend of increasing use of digital tools related to education and competence development continues, and in HSØ we see this as, amongst other things, an increase in the number of completed on-line courses.
We also have an increasing need for collaboration with, among others, the municipal health service, other health regions and private non-profit hospitals. New forms of solutions and technical system architectures must be considered that support good interaction and transfer of competence also outside own region.

The invitation to tender is prepared as a framework agreement on behalf of Helse Sør-Øst RHF [the South-Eastern Norway Regional Health Authority], in which Helse Vest RHF [the Western Norway Regional Health Authority], Helse Midt-Norge RHF [the Central Norway Regional Health Authority] and Helse Nord RHF [the Northern Norway Regional Health Authority] also can participate.

The system must i.a cover the follow needs:
Mapping and analysing the need for learning.
A system for mapping learning needs in the region, and further enabling the development of learning elements in the region.
Developing learning elements.
Functionality that supports various types of learning such as simulation, digital learning, tests and education in the form of physical attendance.
Making digital learning elements and courses available for different internal and external target groups.
Facilitate course and educational activities.
Follow up and document completed educational activities.
The final delimitation of the scope of solution and level of ambition is decided through a competitive dialogue.

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established. Norwegian Tenderers must provide an updated company register certificate. The tenderer must have sufficient ability and capacity to carry out the agreement. Documentation requirement: 1) An overview of the 3 primary, relevant deliveries that the tenderer has carried out during the last three years, together with information on the contract values, delivery dates or execution and name of the recipients. 2) A description of the the personnel and technical units that the tenderer has at his disposal for fulfilment of the contract. Information about professional qualifications such as certifications etc. of relevance to the described need.
