Stavanger kommune

Stavanger, Sandnes, Sola and Randaberg Municipalities, hereafter called the contracting authorities, would like to collect tenders for the procurement and delivery of digital learning resources for primary and secondary schools and other teaching entities in the municipalities, including a network based tool for the procurement, supervision, and administration of licences.
The contract can also be used by other municipal entities that have a need for material for digital learning resources for teaching.
The contract will also be valid for the procurement of digital learning resources for school libraries, but not the contracting authority's public library.
The framework agreement will ensure that the municipalities have reliable access to high quality digital learning resources at competitive prices.
The framework agreement has an expected estimated value over 4 years of NOK 76.90 million, and a maximum contract value of NOK NOK 96.20 million.

The contracting authorities would like to enter into a framework agreement with one tenderer that can deliver a diversity of digital learning resources from several recognised publishers/manufacturers for all years and subjects in primary and secondary schools.

The aim of the procurement of digital learning resources is to give schools, nurseries and adult education relevant learning resources to reach their goals in the current national curriculum/the nurseries' current framework plan. Areas that have been given, or are in the process of getting, new national curriculums in connection with the subject review work will be of particular importance.

The learning resources must support the requirements in the Education Act and the government's strategy for primary and secondary school education/the framework plan for nurseries. In addition, the learning resources must satisfy the applicable legislation and requirements concerning universal design, information security, and personal information protection.

At the same time we need to have a user friendly, efficient, and future-orientated system for the distribution of digital learning resources, with simple routines for the selection, ordering, and payment of digital learning resources.

4). Requirement: Experience is required from at least 2 relevant assignments in the last 3 years. Documentation requirement: Tenderers must, upon request, present a list of the most important relevant assignments in the last 3 years. 5). Tenderers must have the necessary capacity and competence to meet the needs associated with implementation of the assignment. Documentation requirement: Tenderers must present the company's organisational plan and the company's total staffing in the last 3 years, as well as an overview of the persons who will have responsibility for this assignment. 6). Requirement/documentation: Tenderers must have an environmental management system which guarantees that the tenderer is able to comply with the environmental requirements given in the tender documentation and the contractual obligations. 7).
