In the parliamentary bill St. 6 (2019-2020) the government writes that they will strengthen language work in nurseries. Children that find language development difficult, and multi-lingual children, are more likely to fall outside the children's group. These children need help and support to participate in play and to develop language and social competence. Research shows that there is a connection between the quality of the language environment in a child's department until they are three years old, and their vocabulary until they are five.

With this as the background, the Ministry of Education and Research has given Udir the task of preparing a general resource for supporting the different phases in nurseries' work to strengthen multi-lingual children's Norwegian or Sami language competence. The support must be anchored in the framework plan for the nursery and contribute to implementing it. We would like to solve the assignment by developing an internet based competence package for nursery personnel. A competence package must be a digital support for employees in the nursery, where the content is built up so that it is used by the personnel group over time. The competence package must be available from March 2023. I.e., there can be a need to publish something before all the content is ready.

The competence package must have the aim of developing competence in the personnel in the nursery in order to promote and develop multi-lingual children's Norwegian or Sami language competence. The competence package must give personnel insight into the work of promoting and developing multi-lingual children's Norwegian or Sami language competence. Furthermore, the competence package must facilitate the personnel's planning, implementation, and reflection around the work on the language environment, multilingualism, and Norwegian or Sami language in the nursery.

The competence package must be built up under collective professional development in the nursery, and contribute to lasting changes in practice around work on language in the nursery. When the competence package is taken into use in nurseries, the management ought to take the children's need for competence development as a starting point. It is therefore important that the package has process and management support.

Beskrivelse av opsjoner:

The contracting authority would like to agree on possibilities for an option for an extension of the contract for up to two years. We anticipate the total value of the option will be up to NOK 1.5 million.

Further develop existing content, or develop new content to include more areas.

Carry out an evaluation of experiences with the competence package. The evaluation must, as a minimum, cover the participants' own interpretation of what they have learnt and achieved after the participant period has ended.

We ask that tenderers describe how such an additional assignment can be carried out and the costs of this.

The contracting authority will decide whether the option is to be exercised, and for how long, no later than one month prior to the end of the contract period.
