The Directorate of Health administers the operation of the joint national emergency doctor number 116 117, which was introduced on 15 September 2015, on behalf of the Ministry of Health and Care Services. The number is to be primarily used to contact the emergency doctor centre that covers the geographical area that the caller is in at any one time.

The Directorate of Health, together with the Helsetjenestens driftsorganisasjon for nødnett SF (HDO) and the municipalities, must ensure that the joint national emergency doctor number functions 24 hours a day, year round, nationwide.

A contract is to be established for routing calls in the tele network, so that the public and others can use the 6 digit number 116 117 to ring free of charge, or send an SMS, and reach the manned emergency doctor centre for the relevant geographical area they are in.

A secure and stable system must be established for 24 hour use in daily situations, but also when serious crises and events occur. The systems must be supported by professional monitoring, troubleshooting, and warnings.

Varighet: 36 måneder
Beskrivelse av fornyelser:

The contract will be valid for 3 (three) years from the start-up date for ordinary operation. The contract will then be renewed automatically for 1 (one) year at a time, unless 6 (six) months notice is given by the contracting authority, or 12 (twelve) months notice by the tenderer, before the renewal date.

Tenderers are asked to describe any additional services that the tele operator can offer.

Qualification requirement K1: Tenderers must be a legally registered company. Documentation Requirement K1: Company registration certificate or equivalent documentation showing that the tenderer is registered in a register of business enterprises, a professional register or a trade register in their country.

Økonomisk og finansiell stilling:

Qualification requirement K2 Tenderers must have adequate economic and financial capacity to fulfil their obligations under the contract.

Minste nivå(er) av standarder:

Documentation requirement K2: The economic and financial standing must be documented by the following information for the legal applicant:

a. The last approved annual accounts with the annual report and the auditor´s report. The preliminary accounting figures for 2021 are requested, and any recent relevant information can also be presented.

b. Solidity assessment from a company with a licence to run a credit information company. The evaluation must not be older than 3 months from the deadline for receipt of tenders. It must be based on the last approved accounting figures and should report on the credit worthiness and degree of bankruptcy risk (bankruptcy prediction).

c. If a legal applicant relies on another company´s capacity to fulfil the requirement for economic and financial standing, this company must submit documentation in accordance with points a and b above, in addition to a signed commitment statement. Part III Annex 2 Commitment Statement Template (for any use of sub-suppliers), where it explicitly states that the company has joint and several liability to guarantee fulfilment of the contract.

Qualification requirement K3 - Tenderers must have sufficient capacity and competence for the delivery.

Qualification requirement K4 - Tenderers must have good experience from equivalent deliveries.

Qualification requirement K5 - Tenderers must have established satisfactory systems for information security. The personal protection decree (GDPR) must be implemented as part of the management system.

Qualification requirement K6 - Tenderers must have established satisfactory quality assurance systems.

Qualification requirement K7 - Tenderers must have established a satisfactory environmental management system.

Minste nivå(er) av standarder:

Documentation requirement K3: The tenderer's organisational and technical capacity must be documented with the following information:

a. Description of the Tenderer's organisation that is relevant for this delivery.

b. A description of the total competence and capacity that the Tenderer has available for the contract (establishment, delivery, maintenance, and further development of services). Tenderers are asked to present an overview of the number of resources that are available, with a statement of relevant education and certificates, as well as the resources' experience with relevant technology, consultancy services, sales and delivery.

c. A specification must be provided of which resources (the number of persons as well as a statement of relevant competence/experience) belong to the tenderer and which belong to other companies.

Documentation requirement K4 - A description of the most important deliveries in the last three years that are relevant and comparable to the current procurement. The documentation for each delivery must state:

a. The customer's name and contact information.

b. A detailed description of the delivery, including the scope, value and duration.

c. A short description of why the tenderer considers the reference relevant for this procurement.

d. Information on the extent to which executing key personnel will be available for the Directorate of Health, and possibly to what degree the delivery will be carried out in cooperation with, or by, collaborating companies.

Documentation requirement K5 - A copy of an information security certificate (ISO27001/equivalent), issued by an accredited certification body. Alternatively, a description can be given of the Tenderer's systems for information security, as well as how they are implemented and managed in the company. The requirement must be fulfilled by both the tenderer and any collaborating companies.

Documentation requirement K6 - A copy of a quality assurance certificate (ISO 9001/equivalent), issued by an accredited certification body. Alternatively, a description can be given of the tenderer's systems for quality assurance, as well as how they are implemented and managed in the company. The requirement must be fulfilled by both the tenderer and any collaborating companies.

Documentation requirement K7: Copy of an environmental management certificate (ISO14001/

EMAS/Eco-Lighthouse/equivalent) issued by an accredited certification body. Alternatively, a description can be given of the tenderer's systems for environmental management, as well as how they are implemented and managed in the company. The requirement must be fulfilled by both the tenderer and any collaborating companies.
