All of chapter 7 in the tender documentation consists of the qualification requirements for tenderers. A lack of documentation verifying that the qualification requirements are met can lead to a tender being rejected.

When submitting a tender however, tenderers are only to compete 'the European Self-Declaration Form' ESPD, cf. the form in Mercell. Tenderers sign and confirm that they fulfil the qualification requirements set in the contest. The chosen tenderer must document that the qualification requirements are met before the award of contract is announced.

Tenderers are required to be a legally established company and registered in the company register. Such satisfactory organisational and legal position must be documented by the following: Company registration certificate or certificates of registration in a trade register as prescribed by the legislation in the country where the tenderer is established. The company registration certificate must not be older than six months from the tender deadline.

Norwegian tenderers must present a tax and VAT certificate from the Norwegian Tax Administration. The certificate must not be older than 6 months from the tender deadline.

Tenderers must have sufficient economical and financial capacity. This must be substantiated through the following:

The tenderer´s annual accounts in the last three years, including:

o The board´s annual statement

o The profit and loss accounts

o The balance sheet

o Notes

o The auditor's statement

If a tenderer has any valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer may prove its economic and financial position with any other document that is acceptable to the contracting authority. If a tenderer believes he has such a valid reason, he his to contact us in writing.

Teknisk og faglig kapasitet:

Tenderers mustl present an overview of similar assignments performed in the last three years, including their values, dates and recipients, as well as the names and contact information of references. If there has been a discrepancy between the agreed delivery time and actual delivery, the reason thereof must be described.

If a tenderer believes he has a valid reason as to why he cannot present such an overview as requested by the contracting authority, he can contact the contracting authority in writing to clarify whether this is a reason that the contracting authority can accept.

Tenderers must provide information on who will be responsible for the assignment and document satisfactory competence and experience of those who will carry out the assignment, including the

project manager, biologist, and sub-suppliers. Competence and experience can be documented by presenting CVs for relevant personnel. Tenderers must describe the company and the capacity to carry out the assignment in accordance with the proposed schedule.
