The development phase:

The contract consists of the establishment of a complete remote-controlled system for triggering snow avalanches for 10 or 12 triggering points on the stretch County Road 7768 Grøtfjord-Tromvik in Troms og Finnmark County. This will also include all of the detailed engineering design for the triggering system. For example, a detailed design will continue to the triggering points, including calculation and dimensioning of all static and dynamic loads that affect the structure, foundation and anchorage support.

When using explosives as a blasting agent, it is expected that 10 triggering points will be established. When using gas as a blasting agent, 12 triggering points shall be established. This will be further specified in Chapter 'D2-1 skredfaglig rapport' ['avalanche report] from 25/2-22.

The contract shall also include all necessary measures prior to the establishment of trigger points, such as rock removal securing with bolts and nets, as well as all forms of installation and necessary training.

The exact location of the individual trigger points is determined by the contracting authority after consultation with the contractor.

Operation phase: This is a mandatory part of the contract.

This part of the contract shall cover everything related to the operation of the facility - e.g. refilling of blasting agents and other specified maintenance. The contract period is 5 years after completion, i.e. from 15 November 2022 to 15 May 2027.

The operational phase also includes a possible relocation of existing trigger points as well as the possible establishment of completely new trigger points.

Beskrivelse av opsjoner:

Option phase: This makes up a non-obligatory part of the contract.

This part of the contract consists of an option for operating the installation in 3 different periods, with 5 years in each period.

- The first period will be from 15 November 2027 to 15 May 2032.

- The second period will be from 15 November 2032 to 15 May 2037.

- The third period will be from 15 November 2037 to 15 May 2042.

The option phase for operation of the plant shall comprise of everything that is included in the mandatory operation phase of the plant, (which thus lasts from 15 November 2022 to 15 May 2027).

Only the builder can take up the option, and it must be done separately for each option period. Activating the options must be in a timed order. The builder must decide whether to take up the contract at the latest 6 months before the current operational period expires.

The contracting authority cannot activate an option period without the previous option period also being activated.

NB! The contract will not include helicopter costs in an option phase.

This is in contrast to the mandatory operating phase where helicopter costs will be reimbursed.
