Kort beskrivelse:

The framework agreement includes support related to different consultancy services as well as operational support. These services are further described in section II, Annex 1, the requirement specification. The tenderer shall assist Forsvarsbygg [the Norwegian Defence Estates Agency] with support for the administration and operation of the SharePoint platforms.

The services subject to call-offs in each assignment shall include one or several of the points given in point 3.5 in section II, Annex 1; the requirement specification. The contracting authority reserves the right to order only limited parts of the listed services if there is a need in an actual assignment.

The scope of the delivery will be further determined for each call-off based on the actual need. The contracting authority will make call-offs of both major and minor scope and duration.

Beskrivelse av fornyelser:

The contracting authority can extend the contract for up to 1 (one) + 1 (one) year. The maximum contract period is 4 (four) years from the actual start-up date.

Requirement:

1) The tenderer must be a legally registered company.

2) The tenderer must have its tax and duty payments in order.

Documentation requirement:

1) Foreign tenderers must present documentation verifying that the company is legally registered in their home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

2) Tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no. The certificate must not be older than 6 months from the tender deadline (Norwegian tenderers, only).

Økonomisk og finansiell stilling:

A credit rating, carried out by a company that can legally carry out credit ratings, of the tenderer that is not older than 6 months calculated from the application deadline.

The credit rating must contain an assessment of the tenderer’s payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the controlling company), equivalent credit assessment for this company must be submitted. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

The tenderer must be creditworthy and have the financial capacity to carry out the contract.

Teknisk og faglig kapasitet:

A list that describes the tenderer´s 3 major or most significant assignments, of relevance for this agreement, executed during the last three years. The list shall include information on the tenderer's role in the reference project, the value, date, and name of the recipient of the service and point of contact.

References can be contacted for quality assurance of the presented documentation. Note that the tenderer is responsible for providing the correct information.
