Consultancy assistance for the design and implementation of an auction of areas for offshore renewable energy production

The areas Southern North Sea II and Utsira North were admissible for offshore renewable energy production in 2020. The Southern North Sea II area will have a total capacity of 3000 MW and shall be developed in two stages. Each stage shall have a capacity of 1500 MW. The Norwegian Government has decided that the auction shall be the main model for allocating areas for offshore renewable energy production, and the areas in the Southern North Sea II will be allocated via auction.
The consultant shall prepare an auction model for the Southern Southern North Sea II area, as well as assist in holding this auction. The assignment includes preparing an overall auction model for the Southern North Sea II area, including the design of a possible support system for phase I of the Southern North Sea II area. The remaining parts of the assignment are limited to phase I of Southern North Sea II area, and include assistance in connection with hearing process of the proposed auction model, development of specific auction rules and a possible support system, development / procurement of auction software and assistance during the auction itself.

The Norwegian Petroleum Directorate (the Directorate) invites tenderers to a tender contest for consultancy assistance to prepare an auction model and the implementation of an auction for the allocation of the areas in the Southern North Sea II area.

The Utsira North area is only suitable for floating offshore wind turbines, and the areas will be allocated using qualitative criteria.

Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

A description of the tenderer´s three most relevant assignments in the last three years with references, together with information about the contracts values, dates of deliveries or execution and names of recipients. Relevant assignments are in this context defined assignments associated with the establishment, use and development of, complete or partial, services related to similar situations. Tenderers are responsible for ensuring that the description is of such a nature that it verifies compliance with the requirement.
