Tenderers must be registered in a company register or trade register in the member state where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:
Tenderers must have good economic and financial capacity to fulfil the contract and must comply with the following requirements:
• Tenderers must have positive equity.
• An average annual turnover of minimum NOK 5 million, for the three previous financial years
• Tenderers must have an equity ratio of at least 10 %.
• Credit assessment: Credit worthy
• Insurance certificate: Valid liability insurance.
Documentation requirement:
• The tenderer's Annual Financial Statements, annual report, and audit report for the last three years, and recent information (4th quarterly accounts for 2021) which is of significance to the tenderer's fiscal figures.
• A brief statement of information on the economic conditions or losses that are not documented other places, and that are required to be documented in accordance with Norwegian and/or international accounting standards.
• An overview of any newly performed, ongoing or impending tax or public reviews of the tenderer’s business.
• An overview of any significant incidents that have occurred after the most recently audited financial statements were issued, including the unrevised 2021 annual accounts.
• Rogaland County will obtain a credit check from Experian for all tenderers that participate in the contest. The credit rating must achieve a rating of credit worthy and it must not include any advice against credit.
• The required insurance must be presented in accordance with the requirement.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the contracting authority deems suitable. The tenderer must substantiate why he is unable to present the documentation required by the contracting authority.

Teknisk og faglig kapasitet:
1.
Tenderers have, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and can take experience from the period before the last three years into consideration.

Tenderers must have competence in providing groove and evenness data, experience with laser scanning from vehicles, and with taking pictures along roads.
Documentation requirement:
Experience is required from at least 3 equivalent assignments. Documentation of excellent implementation ability is required.
Tenderers must be able to present a list of the primary deliveries or services provided in the last three years. The description must as a minimum contain:
• Brief description of the assignment.
• Size or value of the deliveries - date (contract period).
• Name of and a brief description of the customers
• Telephone number, email address and the name of contact persons at the customers.
• Relevant customers from the list may be contacted.
It is the tenderer´s responsibility to document relevance in the description.
2.
Tenderers must have the required capacity and professional breadth to fulfil the contractual obligations throughout the contract period, cf. the tender documentation.
A description of the tenderer's average, annual workforce and the resources he has available in the contract period (possibly with a commitment statement).
Any sub-suppliers must be named.
