The existing instruments that will be connected are defined in the Annex of Part II C.5.1A Installation Prerequisites for the Analysis System for Helse Møre og Romsdal HF. In the same annex we request that tenderers state which instruments can be connected to the system.

The estimated annual total volumes, excluding VAT, are NOK 26 million (2021 figures) for medical biochemistry, and NOK 1.8 million (2021 figures) for infection immunology, excluding VAT

The stated consumption/scope is an estimate for information to the tenderer, and is not binding for future contract volume.

A contract will be signed with 1 tenderer, which will include everything in the procurement. Tenderers can rely on sub-suppliers if this is required to fulfil some of the requirements in the contest.

The use of sub-suppliers will not change the tenderer's contract liability to the contracting authority. The tenderer will still be fully economically liable for carrying out the agreed delivery in accordance with the contract obligations. I.e., the contracting authority can hold the tenderer responsible for errors and shortcomings made by sub-suppliers.

Tenders must be used on price per approved sample result (PPX). PPX must include an automation belt, pre- and post analysis including centrifuges and automatic refrigerators, analysis instruments, middleware including licences/updates/maintenance, reagents, kit dependent checks for infection immunology analyses, supplier specific calibrators, consumables, connection of existing instruments, technical service in the form of a full service contract/cooperation contract, defined response time for problems, support, connection data/LIMS, installation, running-in, training in the system, and user meetings. Water treatment installations must be included for Kristiansund, Ålesund and Volda.

Prices are to be given per approved sample result that are the same for all the locations in this contract. See the Annex in Part II C.3B Price Sheet Analyses, Analysis System for Helse Møre og Romsdal HF for the wanted price format.

If it becomes apparent that the offered capacity cannot handle the analysis volume, the tenderer must increase capacity with a new/larger instrument free of charge.

The tenderer must cover all the costs of verification/validation of analysis methods and instruments.

Although the list of contents in PPX is not exhaustive, it is still a prerequisite that the delivery must be inclusive of all components/accessories, assembly/installation and commissioning so that it functions as a whole based on the needs and requirements described.

This is to be in accordance with the requirements in the tender documentation.

Invoices shall be sent monthly in accordance with statistics from sample results.

The public sector is the country’s largest customer and consumer, and is a part of the global trade with goods and services. Many of the goods purchased can be produced under conditions worthy of criticism and the Norwegian Hospital Procurement Trust will therefore set requirements that the goods acquired are produced in a legal and ethically responsible manner. If the tenderer uses sub-contractors to fulfil this contract, the supplier is obligated to continue and contribute to adherence of the requirements of its sub-contractors.
