The contracting authority is in need of a comprehensive solution/professional system for nursery schools and schools*, including SFO. The professional system must:
* Note: "Schools" means primary schools. Primary school refers to the 10-year mandatory schooling for children aged 6 to 16 years in Norway.
The offered solution must be a cloud-based Software as a Service (SaaS) system wherein operation, maintenance and user support/support are included in the tenderer's delivery/solution. The tenderer will be responsible for upgrades of the professional system as well as integrations.

The contracting authority would like to purchase a fully developed system to the greatest extent possible, which is referred to as "comprehensive".

Beskrivelse av fornyelser:
The duration of the contract will be 2 years from the Delivery Date, The agreement will then be automatically renewed for 1 (one) year at a time. The contracting authority foresees the Contract lasting up to 8 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax Certificate requirement: The tenderer must have its tax, employer contribution and VAT payments in order.
Documentation requirement: The tax certificate must not be older than six months calculated from the deadline for submitting a request for participation in the contest. A tax certificate is defined as:
For Norwegian tenderers: A tax and VAT certificate issued by the Tax Collector's Office via Altinn.
Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/person responsible for finance.

Norwegian tenderers: Company registration certificate
Foreign tenderers - confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Requirements for financial position: The tenderer must have sufficient financial strength to comply with the contractual requirements.

Documentation requirement:
The tenderer's Annual Financial Statements including notes with the board and auditor's reports from 2021 and 2020. Tenderer is also asked to present a credit rating, not older than 6 months from the deadline for submitting a request to participate. The rating must be issued by a reputable credit rating agency.

Teknisk og faglig kapasitet:
Requirements for technical and professional qualifications.
A) Tenderers must have sufficient implementation ability to fulfil the contract.
B) Tenderers shall have valuable experience from relevant and comparable deliveries.
C) Tenderers shall have a satisfactory management system for information security.
The management system shall cover all organisational units and processes that are included in the contract.
Minste nivå(er) av standarder:
a) Provide a short and general description of the company, including: Statement of the company's core competence related to the scope of delivery, A description of how the tenderer is organised for the execution of this contract, as well as the tenderer's available capacity, and A description of how large a part of the contract the tenderer is considering handing off to a subcontractor.

B) Description of the tenderer's 3 most relevant and comparable assignments in the last 3 years.
Tenderers must substantiate compliance by completing the attached template for reference descriptions; see Annex 5 Reference Descriptions. Tenderers are asked to attach any available signed attestations from previous assignments.
C) Copy of information security certificate, ISO/IEC 27001 or equivalent recognised standard, issued by an accredited certification agency. If the tenderer's management system is uncertified, the tenderer must document that the management system is equivalent to a recognised standard system with a brief description of the tenderer's system for information security, as well as how this is implemented and managed in the organisation.
