The contracting authority shall procure a new cloud-based solution for case processing, archiving and political proceedings and meeting and committee proceedings. Henceforth referred to as 'Tjenesten' [the Service'].
The 4 cultural institutions; Stiftelsen Nordmøre museum, Operaen i Kristiansund, Romsdalsmuseet and Teatret Vårt, have an option to make call-offs against the chosen Service.

The contracting authority uses electronic procurement processes via the system provider Mercell (www.mercell.no).

Amongst other things, applications must be submitted electronically within the stated deadline.

Tenderers are responsible for submitting applications within the tender deadline.

Applications are recommended therefor recommended to be submitted well before the deadline expires, for example, at least 1 hour before the deadline.

Any problems in connection with submitting the application must initially be noticed Mercell support (tel.no. (+47 21 01 88 60 / support@mercell.com).

Tenderers must be a legally established company.

Documentation requirement:

Company registration certificate or a printout from the Unit Register for single person companies not required to register.

Economic and financial capacity

Tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.

Qualification Requirement:

Tenderers must have sufficient experience with assignments of an equivalent nature and degree of difficulty as this contract.

Minste nivå(er) av standarder:

Tenderers must for the above listed requirements document up to 5 and no less than 3 assignments that they have carried out in the last 3 years calculated from the tender deadline. The Contracting Authority will contact the references if necessary.

This applies to the selection of any surplus qualified tenderers:

Selection of any surplus qualified tenderers shall be based on the contracting authority’s evaluation of whom of the qualified tenderers are complying with qualification requirement in the best possible way.

In the assessment, the contracting authority will emphasise whether the supplier has carried out the stated previous assignments in a way that demonstrates good implementation capacity, good contract management and good cooperation with its former and current contracting authorities.

Conditions which will be evaluated are, amongst other things, previous experience with:

a. Organisation and management of contract work

b. Planning progress and compliance with the contract's deadlines

c. Compliance with the contract's requirements for quality and documentation of this

d. Ability to cooperate with the contracting authority and other participants in the relevant reference projects that the tenderer verifies in accordance with the documentation requirements given below
