Requirement text

• Tenderers must have their tax, payroll tax and VAT payments in order.

Documentation requirements

• Norwegian tenderers must submit a certificate stating the extent to which the tenderer has payment arrears for tax and duties. The certificate must not be more than six months old calculated from the tender deadline.

• Foreign tenderers shall submit an equivalent certificate to the Norwegian one, from equivalent authorities as the Norwegian authorities.

• Any arrears and other notes must be explained.

The tenderer’s registration, authorisations, etc., cf. PPR, Section 16-2.

Requirement text:

• Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

• Norwegian companies: Company registration certificate

• Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement text:

• Tenderers must have sufficient financial capacity to fulfil the contractual obligations.

Documentation requirement:

• Credit rating, not older than one year calculated from the tender deadline. The rating must be based on the latest known accounting figures.

• If a tenderer will use another company to fulfil this qualification requirement, a credit rating must also be presented for such companies. The above mentioned credit rating must fulfil the requirements in the above bullet point. Furthermore, tenderers must provide the contracting authority with documentation proving that the tenderer has the right to use the company's relevant and necessary resources, for example, by presenting a commitment statement.

Teknisk og faglig kapasitet:

Requirement text:

• During the last three years, tenderers must have experience from deliveries of a comparable nature as that requested in the tender documentation.

Documentation requirement:

• An account that shows that the tenderer fulfils the qualification requirement. The account must, as a minimum, include a description of the contractual relationship that the tenderer is or has been a party to, which proves fulfilment of the qualification requirement, including information on:

o the nature of the individual contracts (content in the delivery), scope and date the individual contracts were established.

o the name of the public or private contracting parties, as well as the name and contact information of a reference for the contract.

• No more than 5 references are be submitted.

• Tenderers must have a management system for information security (ISMS) that is based on internationally recognised standards for information security, e.g., ISO/IEC 27001:2013 or equivalent.

• A description and documentation of the information security system. If a tenderer is certified in accordance with ISO 27001:2013 or equivalent standards, it will be sufficient to present a copy of a valid certificate.

The selection of qualified tenderers will be based on the degree of fulfilment of the qualification requirements given in chapter 2.4. The qualified tenderer that, to the greatest degree, fulfils each selection criterium, will be given ten points, whilst the other qualified tenderers will be given points according to a proportional method. The three to five qualified tenderers that have the highest number of points will be invited to participate in the contest.

The tenderer's experience from providing comparable services, cf. chapter 2.4. The following will be emphasised in the assessment:

• Nature

• Scope

• Relevance

• Number of relevant deliveries

Documentation requirements

• Fulfilment of the selection criteria must be documented through the response that the tenderer formulates for the qualification requirements in chapter 2.4.

• No more than 5 references are be submitted.
