The project consists of alterations to and the renovation of the E38 from the roundabout furthest east at Hafstadflata to the roundabout at Storehagen bridge, the construction of a new cycle path with a pavement, and upgrades to a municipal road - Hafstadvegen. The scope is the entire development plan 'E39 Fjellvegen - Hafstadvegen', with the exception of the squares in Hafstadvegen, small part of the development area in the north west, and part of the municipal road in the south east. The E39 is regulated in accordance with the road norm for a capacity strong street in accordance with hand book N100 (2019). The road must be dimensioned for a speed limit of 50 km/h. This is the current speed limit. The road is planned with two lanes, with a width of 3.5 m, a shoulder of 0.25 m on the north side, and kerb clearance of 0.25 m to the pavement on the south side. The road will go further south at the current ESSO petrol station. Several existing junctions and exits are to be altered along the E39. The junction in the west towards Hafstadvegen is regulated as a channeled junction with a left turn lane. The junction will be moved further east. This has been done in order to get a better junction with sufficient visibility, as well as to make room for a foot and cycle path. The alteration of the junction means that the existing petrol station (Circle K) must be demolished. The petrol station will be demolished in a separate contract, and will be completed before the start-up of the construction work for this contract.

Tenderers must be a legally established company or consist of a group of suppliers who are legally established companies. Documentation: Company Registration Certificate.

The requirement also applies to business that the tenderer relies on.

Foreign tenderers must submit equivalent certificates in accordance with the legislation in the country where the tenderer is established. The language must be in accordance with the requirement in B1 chapter 7 Language Requirement.

Økonomisk og finansiell stilling:

The tenderer's Annual Financial Statements, Annual Report and audit report for the last three years and recent information (quarterly accounts) which is of significance to the tenderer's fiscal figures.

If relevant, a brief statement regarding information on the economic conditions or losses that are not documented other places and that are required to be documented in accordance with Norwegian and/or international accounting standards.

If relevant, an overview of any newly implemented, ongoing or impending tax or public reviews of the tenderer’s business.

If relevant, an overview of any significant incidents that have occurred after the submission of the most recent audited financial statements.

If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the Contracting Authority deems suitable. Tenderers must substantiate why they can’t present the documentation required by the contracting authority.

Minste nivå(er) av standarder:

- Tenderers must have sufficient economic and financial capacity to

fulfil the contract.

- Tenderers must have an equity ratio of at least 10 %.

- The average annual turnover for the last three years must, as a minimum, be equivalent to the annual turnover of the contract.

Teknisk og faglig kapasitet:

A list of up to 8 but no less than 3 contracts that the tenderer has carried out or is carrying out in the last five years, calculated from the tender deadline. For working partnerships and where the tenderer relies on others, see point 4 in the tender documentation, chapter B3. The list must cf. the form included in chapter E2, include the following for each of the contracts:

- Name of the recipient (contracting authority).

- Description of the nature of the contract works, including the relevance as regards the main disciplines.

- What work was carried out by the tenderer himself and what work was carried out by sub-suppliers (contract facilitators).

- The date of the delivery.

- The value of the contract.

- Reference person/contact person at the contracting authority with contact information (telephone number and email address), and a statement of the person in question's role in the contract. Tenderers are responsible for ensuring that reference persons are available and will provide a reference.

1. Description of the tenderer's system for HMS.

2. Table of contents of the system.

3. Documentation of audits for recent years, up to 3 years, with confirmation from the person/persons who have carried out the audits.

Overview of the H2 value for the tenderer and central contract facilitators in the last three years.

If the H2 value is higher than 12, an account must be given for the development tendency of the H2 value. Tenders must include a separate description of whether improvement measures have been implemented, and if available, documentation must be attached of the effect of the measures based on recent accident numbers.

Certificate issued by independent bodies, documenting that the tenderer is certified in accordance with ISO 9001 (2015). The independent body must be accredited by Norwegian Accreditation or an equivalent body in another EEA state.

If a tenderer uses other companies to fulfil the requirement, the tenderer must also account for how the quality management system of the supporting entity will specifically be incorporated in the relevant contract.

Minste nivå(er) av standarder:

Tenderers must have sufficient experience and capacity of a relevant nature and degree of difficulty from the following main disciplines:

- Model based engineering design services for multi-disciplinary construction sites

- Engineering design

* electro

* water, waste water, and surface water

* landscape

* geotechnics

* road technology

- Execution of a transport project with equivalent complexity, particularly as regards:

* amount of traffic

* street structure

* pedestrians and cyclists - main route for pedestrians and cyclists

* parking and access to businesses

Tenderers themselves must have experience from the execution of the main disciplines. It is not sufficient if a tenderer only has experience from managing sub-suppliers' execution. If a tenderer only has experience from managing sub-suppliers, the tenderer must rely on other companies that have the required experience from the execution of the relevant main disciplines. Further details on this can be found in B2 point 4 .

NPRA and other builders' experiences with the tenderer will be assessed.

Tenderers are required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.

Conditions which will be evaluated are related to, amongst other things;

- documentation of completed quality

- fulfilment of contracts

- compliance with provisions and procedures for HSE

- compliance with provisions and routines for climate

- compliance with provisions for wages and working conditions

- observance of deadlines

- follow up during the warranty/claims period

- use of apprentices

Tenderers must have a system that shows that they work pro-actively to ensure safety, health and working environment (HMS), with relevance for equivalent work to that included in this contest. The system will be subject to periodic reviews.

Tenderers and their central contract facilitators must have an average H2 value lower than 12 for the last three years. Central contractual partners means contractors that carry out the main activities in the contract work.

If the H2 value is higher than 12, an account must be given of the development tendency of the H2 value. In such cases the contracting authority will carry out a general assessment based on the tenderer's account, and can, on the basis of this, still qualify the tenderer on this point. Particular events and trends stated in the account will be emphasised in the general assessment.

If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.

The H2 value is defined as the number of work accidents with and without absence, divided by the hours worked multiplied by 10 to the power of 6.

Tenderers must be certified or in the process of being certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), or the Eco-Lighthouse certification scheme, with relevance for equivalent public transport projects.
