The scope of the procurement is estimated to be equivalent to approx. 30 000 crime stain reactions, 40 000 reference sample reactions, 3 200 chimerism, and 10 000 identification and kinship sample reactions per year. In addition there can be a need for the quick delivery of a large number of STR analysis kits if there is a major event.

The Department of Forensic sciences carries out assignments requested by the police, the courts, and other governmental bodies in Norway, as well as from private individuals and hospitals.

The DNA analysis methods are standardised and accredited in accordance with ISO 17025. Each year 25 000-35 000 forensic crime stain samples and approximately 20 000 reference samples (buccal cells on DNA collection cards), 1 600 chimerism samples, and 5 000 kinship samples are processed.

The department is obliged to provide analysis results within a guaranteed delivery time. An important part of the aim of the procurement is to ensure predictable and correct deliveries of STR analysis kits, and to ensure a flexible and well-organised support that can quickly assist with solving problems with, for example, delivery, the analysis on the instrument and analysis quality.

In order to deliver the best possible results within the expected time frame, OUS needs a STR analysis kit that is reliable as regards: Produce well-balanced human DNA profiles, has a short analysis time for samples and can be used in the department's current work flow with existing instrumentation and software.

Beskrivelse av fornyelser: The framework agreement can be extended twice, 1 year at a time.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Norwegian companies: company registration certificate.

Foreign companies: verification that the company is registered in a company register or a trade register in the state where the tenderer is established (Cf. Annex XI to directive 2014/24/EU).

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial standing to fulfil the contractual obligations. In order to fulfil this a credit rating of A or higher is required on Bisnode/Credit Pro — or an equivalent rating from another reputable credit rating company. The credit rating must be based on the last known accounting figures and it must not be older than 6 months. The rating must be carried out by a credit information agency with permissions thereof. The contracting authority reserves the right to obtain a credit rating from Bisnode/Credit Pro.

Tenderers who do not fulfil the requirement, e.g. companies with a lower rating or newly started companies can compensate for this with a satisfactory guarantee from a bank and/or a parent company, which gives equivalent security for the implementation ability. If a parent company guarantee is given, the organisation number must be given for the parent company, as well as documentation that the parent company fulfils the qualification requirement.
