The project includes the construction of a new continuous Pedestrians and bicyclists lane along Rv. (National road) 36 from Gvarv to Mannebru in Mid-Telemark municipality. The length is approx. 4 km. The new pedestrians and bicyclists lane will be connected to the existing pedestrians and bicyclists lane at Mannebru and to an adapted transition in Gvarv.
A crossing of the railway (the Sørland Line) and a crossing of rv.36 have been planned. The crossings shall be carried out in the form of a pedestrians and bicyclists bridge over the railway and culvert under rv.36. As a consequence of a new culvert, the national road must be elevated in a stretch of about 400 metres.

Egnethet til å utøve yrkesvirksomheten:

Chapter B2 contains the qualification requirements for participation in the call for tenders. Unless otherwise stated, each qualification requirements in the chapter must be fulfilled.

All paragraph references in Chapter B2 are referring to the Public Procurement Regulations (FOR-2016-08-12-974), unless otherwise stated.

Deadlines and other provisions, including requirements for the design of the supplier's tender shall be in accordance with chapters B1 and B3.

Økonomisk og finansiell stilling:

2.3. The tenderer's economic and financial capacity

Qualification requirement:

1) Tenderers must have adequate economic and financial capacity to fulfil the contract;

2) Tenderers must have an equity ratio of at least 10 %;

3) Average annual turnover for the last three years must as a minimum be be equal to the annual turnover of the contract.

2.4. Technical and professional qualifications of the tenderer.

2.4.1. Relevant experience

Qualification Requirement:

Tenderers must have sufficient experience of a relevant nature and complexity for the following works:

1: The main disciplines in the contract are: Road construction works, bridge and concrete structures.

2.4.2. The Builders' experiences.

NPRA and other builders' experiences with the tenderer will be appraised the tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.

Conditions which will be evaluated are related to i.a.:

Documentation of executed quality

— fulfilment of contracts,

— compliance with provisions and procedures for HSE,

— compliance with provisions for wages and working conditions,

— keeping deadlines,

— follow-up in the claims period,

— use of apprentices.

2.4.3. Implementation ability

1) The contract must be sufficiently staffed and the tenderer must have the capacity and the ability to manage predicted and unpredicted conditions to the contract, including the Covid-19 pandemic.

2) Technical and professional competence is required, along with relevant experience of the key personnel who will be involved in the assignment.
