The main purpose of the contract is to ensure the contracting authority a modern and updated machine park at the most favourable price for the customer, by entering into a framework agreement with one supplier who must cover the customer's needs for cleaning machines, associated equipment and services.
Associated equipment is defined as accessories and products such as squeegees, brushes, vacuum cleaner bags, air filters, etc.
Associated services are defined as
• service, maintenance and repairs of the machines;
• loan machines for service, maintenance and repair;
• recycling scheme for discarded cleaning machines.
See annex 1 of the contract for further details.
Based on historic figures, the estimated total value is NOK 8-10 million, excluding VAT. (3 years + option for 1 year, to a total of 4 years). The estimated value is not binding for the contracting authority.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirements: tenderers must be a legally established company.
Documentation:
Norwegian companies: company registration certificate.
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Teknisk og faglig kapasitet:
Requirement: tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: a description of the tenderer's up to three most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution, and the name of the recipient.
Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
Requirement: tenderers must have sufficient capacity to carry out the delivery within the specified limitations and deadlines.
Documentation: a statement of the tenderer's average annual workforce in the last 3 years.
Requirement: tenderers must have an environmental management system or standard such as EMAS, ISO 14001, the Eco-Lighthouse certification scheme, or equivalent.
Documentation: tenderers must submit a licence number for the certification and a copy of the certificate. The contracting authority will also accept other documentation of equivalent environmental management measures if the tenderer does not have the possibility to obtain such certificates before the deadline and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards.
