Kort beskrivelse:
Construction of the new Government Quarter will extend throughout the 2020s. It is desirable that the project become a driving force for innovation and development for Norwegian suppliers. According to the plan, the project involves the demolition of three large buildings, rehabilitation of three buildings and the construction of five new buildings divided into three construction stages. All of the ministries, with the exception of the Ministry of Defence, will be located in the new quarter.

Perimeter security with an outer and inner perimeter will be established around the ministry buildings. There will be a need for reliable, moveable vehicle barriers that will secure the functions in the Government Quarter and in order to regulate traffic in and out of the area. The vehicle barriers must also function well for all who use the urban spaces in and around the Government Quarter, including goods transport, pedestrians and cyclists. It is a stated goal that the new Government Quarter should appear open and inviting.

A number of challenges have been mapped in relation to dynamic vehicle barriers in the Nordic climate, as these will be exposed to great wear and have an equally great need for servicing and replacement. In already installed solutions, it has been experienced that wear in the form of salting, snow clearing, erosion, large temperature fluctuations, poor drainage and water penetration play a significant role in this context. The result is a need for servicing and frequent replacement of vehicle barriers.

The contracting authority plans to invite up to six tenderers to submit tenders. If more than six qualified tenderers submit requests for participation in the contest, the contracting authority will select tenderers based on the award criteria in chapter six of this document.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Statsbygg will carry out a credit rating of tenderers.
Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.
Teknisk og faglig kapasitet:
The tenderer must have qualifications within research and development, including implementation of innovative solutions relevant to the project.
Description of assignment comprehension (maximum two A4 pages).
Description of competence and experience of personnel the tenderer has at disposal and can use for this assignment as well as implementation ability (maximum of six A4 pages), including
Project Group Composition
Need for/access to facilities necessary for the innovation partnership.
Description of up to three of the tenderer's most relevant deliveries (maximum two A4 pages per reference delivery). The description must include a statement of:
The value of the assignment
Participation in the development (explain at what stage the contribution took place and percentage of the contribution in collaboration with other development actors),
Date and time frame for the implementation
Recipients/contracting authorities (name, telephone number and email)*
Brief description of the project and the relevance of the delivery for this assignment.
Good visual documentation (for e.g. in the form of pictures)
