Norsk nukleær dekommisjonering (NND)

Norwegian Nuclear Decommissioning has been given the task of clearing up after Norway's nuclear activities at Kjeller and in Halden. In this connection there is a need for consultation and advisory services in order to develop the contracting authority’ risk-based management system, as well as development of processes and content to adhere to national requirements and international guidelines from IAEA etc.
The contracting authority intends to enter parallel framework agreement within the following sub-contracts:
1. Sub-contract 1 - Development of processes, procedures, criteria etc. for use in the contracting authority’s safety studies, processes for risk control and risk assessments, risk analysis methods etc. Assist with courses and training with nuclear risk, assistance with implementation of risk assessments.
2. Sub-contract 2 - Perform independent verification of established processes, methods, risk assessments carried out etc. as needed.

The need for sub-contract 1 is divided into three different main areas:
Lot 1: There is a need for consultancy services in order to further development the contracting authority’s management system with the components necessary to safeguard the risk control in the agency. Further development process for risk control, risk assessment and risk management. Contribute to establishing controlling documentation within named processes. Map appropriate risk analysis methods and establish method descriptions on this basis. Contribute to selection of digital aids for use in risk control. Other assignments can occur in the contract period.

Lot 2: Implementation of courses and training to increase the agency’s knowledge within nuclear and non-nuclear risk. This involves risk control, risk assessment and safety assessment
etc. There will also be a need for courses and training in ISO standards and Norwegian standards relevant to the subject of risk (ISO31000, NS5814 etc.). An important part of this assignment is to contribute to identifying requirements concerning competence and on this basis establish a training plan for different parts of the organisation.

Lot 3: Assistance with facilitation/implementing qualitative and quantitative risk assessment and safety assessments. According to the contracting authority’s safety studies (Safety Case/Safety Assessment/Safety Analysis/Risk analysis), the majority of the safety assessments will be for the nuclear facilities. This must be implemented in accordance with relevant IAEA requirements and/or Norwegian requirements. There may also be a need to implement risk assessment in accordance with he Security Act. In the event of the tenderers wanting to use their own methods and controlling documents, this must be clarified in advance. In these circumstances there may be assignments to implement these methods in the contracting authority’ management system.

Requirement: Tenderers must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT).
Documentation requirement:
The tax certificate must not be older than six months calculated from the deadline for submitting a request for participation. A tax certificate is defined as:
For Norwegian tenderers:
- Tax and VAT certificate issued by the tax office via Altinn.
For foreign tenderers:
- Foreign tenderers must submit equivalent certificates from their own country that show that their payment of tax and fees is in order. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

- Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Tenderers must have the sufficient financial strength to fulfil the contract.
Documentation requirement:
The tenderer's Annual Financial Statements, including notes and the board and auditor’ reports for 2019 and 2020.
The contracting authority reserves the right to carry out a credit assessment.
Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Teknisk og faglig kapasitet:
Requirement:
Tenderers must have the adequate implementation ability.
Documentation requirement:
A short, general description of the company shall be given, including:
-An account of the company’s business concept and core competencies related to the scope of the delivery.
- An overview of the company’s history, organisation, and ownership, as well as a description of the current business. The overview must clearly state the ownership of the company.
- A description of how the tenderer is organised for the execution of this contract.
-An overview of what sub-suppliers will be used.
Tenderers must have good experience from comparable assignments.
An overview must be submitted of the last three, similar deliveries in recent years. As a minimum, the overview must contain:
- A brief description of the delivery.
- Date of implementation.
- Scope of the assignment in monetary amount.
- Name and telephone number of the reference person at the contracting authority.
The contracting authority must have the opportunity to contact the contact persons listed.
Tenderers must use the attached template for reference projects (Part 1 Annex 4) in their response.
Tenderers must have a satisfactory quality assurance systems for their operations.
Tenderers must submit documentation of ISO 9001 or an equivalent quality assurance systems.
If a tenderer is not certified, the tenderer can document the requirement by submitting an overview of the table of contents for the quality assurance systems.
