Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers must document that the company is legally established.

Documentation requirement: this must be documented by presenting a company registration certificate or possibly certificates of registration in a trade register as mandated in the law in the country where the tenderer is established. The certificate should not be more than 12 months old.

Økonomisk og finansiell stilling:

Requirement: tenderers must be credit worthy.

Documentation requirement: a credit rating from a certified credit rating institution must be attached as documentation, not older than 6 months. If a tenderer will use another company to fulfil the qualification requirement, a credit rating shall in addition be enclosed from this company, not older than 6 months, showing that the company is credit worthy.

Teknisk og faglig kapasitet:

Requirement: tenderers must have good experience from and professional competence for equivalent assignments.

Documentation requirement: tenderers must document the company's ability to deliver, including professional competence and experience in accordance with the scope estimated in the tender documentation as well as the company's experience with similar deliveries to equivalent customers to the Parliamentary Ombudsman. Tenderers must document the most important relevant deliveries that the tenderer has carried out in the last 3 years, including their value, date and recipient.

Requirement: Tenderers must be certified by the Norwegian Labour Inspection Authority to operate legally. All companies that offer cleaning services must be certified by the Norwegian Labour Inspection Authority, c.f. the regulations dated 8 May 2012 No 408. Documentation requirement: Tenderers must have certification from the Norwegian Labour Inspection Authority. The Parliamentary Ombudsman will check this on the website https://www.arbeidstilsynet.no/registre/renholdsregisteret/ — therefore documentation does not need to be attached. It is a prerequisite that the certification is in place for the entire contract period.

Requirement: Tenderers must have sufficient capacity.

Documentation requirement: tenderers must document manpower for the cleaning services for this contract in order to highlight that the tenderer has the capacity to fulfil the contractual obligations.

Requirement: tenderers must have competence that ensures a low impact on the environment when performing the service.

Tenderers must have:

— a plan for training personnel in HSE, including waste handling, cleaning methods, use of cleaning agents, and equipment,

— written work instructions.

Equivalent requirements are set for sub-suppliers if parts of the delivery will be carried out by sub-suppliers.

Documentation requirement: an account of existing routines, etc., which document that the requirement is met. If routines are described in the company's quality or environmental management system in accordance with ISO 14001, EMAS or other third party verified systems, it is sufficient to submit a copy of the certificate.

Any licence for the 'svanemerket' for cleaning services or other equivalent schemes can be attached. If parts of the delivery will be carried out by sub-suppliers, equivalent documentation must be submitted for the sub-suppliers.
