Competence Lift 2025 is the government's plan for the recruitment, competence, and professional development of the municipal health and care service, and the county dental health service for the period 2021-2025. Worked aimed at the national budget is important in order to ensure priorities and focus in the coming years' grants related to the programme's initiatives. The Norwegian Health Directorate submits a report each August to the Ministry of Health and Care Services, which describes the latest developments in the competence and personnel field. This is a complex strategy area and the intention of this procurement is to get expanded and more thorough knowledge in strategy area 1, and the challenges that are described in the offprint for competence lift 2025. Furthermore, it can be relevant to look at connections between problems in strategy area 1 and the other strategy areas where this is natural. The analyses must evaluate the development in the personnel and competence area throughout the programme's lifetime (2021-2025). The evaluation must include data from more sources that what the Norwegian Health Directorate uses itself, and it must support its own follow-up of the programme in this area with expanded analysis.

Option 1:
Annual option that will apply for 2022-2025 for up to NOK 250 000 excluding VAT that can be taken up for complimentary data sources, analyses, and possibly other cost-driving activities related to the deliveries sketched in the assignment, (see chapter 2).

Option 2:
An option for any concluding delivery in 2026 for up to NOK 1 000 000 excluding VAT that can be taken up, for example, for an equivalent annual delivery as the previous year (see chapter 2.2), or a type of summarising report connected to this procurement's previous deliveries. Areas that border the total evaluation assignment for K2025 can also be included in this concluding delivery. Any content and deadlines, including financial limits for the option, must be clarified depending on possible assignments for the Norwegian Health Directorate and grants for this.

Economic and financial capacity
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Tenderers must attach a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Teknisk og faglig kapasitet:
Technical and professional qualifications — reference assignments.
Tenderers must have satisfactory technical and professional qualifications to fulfil this assignment. This must be documented with a list of relevant evaluation assignments in the last 3 years. The description of the reference assignments must include a statement of the assignment's value, date and recipient (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of the personnel at disposal for this assignment, including experience that has been acquired while the personnel performed services for another service provider.
