Ålesund kommune

The purpose of the procurement is to cover the need for consultancy services in building and construction. The contracting authority intends to enter into six parallel framework agreements in the following disciplines:
1) ARK: architect services;
2) LARK: landscape architect;
3) IARK: interior architect;
4) RIB: civil engineer;
5) RIBr: fire engineer;
6) RIAku: acoustics engineer;
7) RIV: ventilation engineer;
8) RIE: electrical engineer;
9) RIM: environmental engineer;
10) project and engineering design management;
11) Construction manager;
12) Engineering design group (PGL, ARK, RIB, RIV, RIE and RIBr);
13) SHA Administration.
It is possible to submit tenders for one or more of the discipline categories. Each of the lots will be considered as a stand-alone contract so that each individual provision in the contract applies to each individual lot.

The engineering design group will be offered with the following disciplines: PGL, ARK, RIB, RIV, RIE and RIBr with assignments and responsibility as described under each discipline in the tender documentation. If there is a need in the individual projects for additional disciplines, call-offs will be made on the contracting authority’s contract, alternatively announcements in accordance with PPR. The contracting authority can make use of this discipline category if there is one or two disciplines that are not relevant in the specific project. It must then be stated in the call-off request. The number and scope of call-offs on the framework agreement may vary and is dependent on annual funding and relevant projects.

Tenderers must be able to safeguard roles for the builder in accordance with the Builder Regulation. The organisation of the SHA work will have great variation, depending on the individual builder and the specific project. With safeguarding of roles in accordance with the Builder Regulation, a personal contract will be written with the person who will carry out the role. NS 8440 will basically be used here. Requirement concerning independence will be regulated as stated in point 7.1.1 in the tender documentation. Tax and VAT certificate:
Norwegian tenderers: tenderers must give consent in their tender submission for TendSign to obtain, and that the contracting authority receive information about the above-named via Altinn. After tenderers have submitted their tender in TendSign, they will receive a request from Altinn for consent to share the tax information. The consent is valid on an organisation level and is valid for three (3) months. If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The tax certificate must not be older than 6 months from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.).

Foreign tenderers: tenderers who are not established in Norway must present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit rating: the contracting authority will carry out an assessment of the tenderer's finances, through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro. The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the tenderers can be assessed on equal terms. Tenderers can attach other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation. Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing. This also applies to foreign tenderers.

requirement: tenderers must have their tax, payroll tax and VAT payments in order, in accordance with the legislation.
Credit rating: the adequate financial capacity to fulfil the contract is required. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the agreement, based on the contracting authority’s assessment in accordance with the attached documentation from tenderers. Newly established companies must have the financial capacity to implement the agreement.

The concept of quality management system includes that the tenderer is aware of, for example, quality goals, planning, safety, non-conformance management and quality improvement.

The tenderer, or the tenderer's employees are required to have experience from at least three (3) equivalent assignments in the last three (3) years. Equivalent assignments means consultancy assignments of varying complexity (for e.g. Schools, institutions and cultural buildings) and value within offered discipline categories.
