The contract applies to the procurement of electronic ID services on a high security level.

The procurement is carried out on behalf of the entire public sector. In this regard the Norwegian Digitalisation Agency (Norwegian: Digdir) is considered as a public procurement centre, cf. the Public Procurement Regulations (PPR) § 4-3, 1st section litra a), c.f. § 7-8.

The objective of the agreement is to purchase certificate services (E-ID) that covers the public sector's need related to authentication of persons and signing of personal certificates through the shared service ID-porten and eSignering. The agreement covers the user scenarios where a person authorises for a public service or signs a document issued by a public authority.

The agreement shall first and foremost cover the needs connected to E-ID and certificate services in ID-porten and eSignature, but also includes additional services for direct integrations between the public organisations and the Tenderer.

For a more detailed description of the procurement and the requirements, see Annex 1.

All of the tenderers who best meet the qualification requirements will be invited to submit tender offers.

All tenders must be submitted electronically in Mercell within the deadline stated in point 1.4, or within any new deadline that is given. After submitting a request for qualification, the Norwegian Digitalisation Agency (Norwegian: Digdir) will invite tenderers to submit tenders in the Mercell system by 25.02.21 at the latest. For other dates refer to the tender documentation point 1.4.

Digdir has decided that the negotiations in the contest will be held in several phases in order to reduce the number of tenders or systems. Such reductions will be made on the basis of the award criteria in point 5 of the tender documentation. A first reduction of number of tenderers can occur prior to the negotiations.

If the tenderers offer several parallel systems, an contract will be signed with different annexes for the different systems.

Based on the result of the tender contest, the Norwegian Digitalisation Agency will enter into contracts with one or several tenderers. It is a pre-requisite that to be awarded a contract, the tenderer is self-declared as an issuer of certificates of a high level of security by the deadline for receipt of tenders.

The intention of entering into a contract with more than one tenderer is to give inhabitants a choice when using eID. At the same time it is expensive for the contracting authority to manage systems from several suppliers. Therefore an assessment will be made of the cost/benefit of dissemination, i.e,, the number of inhabitants that can use the service, and the administration cost for the contracting authority. Tenderers that have low dissemination on the tendering date, but who are still awarded a contract, will be expected to increase the number of issued certificates in the contract period. Equivalently, tenderers with reasonable dissemination will be expected to maintain their coverage in the market. The contracting authority draws attention to the fact that individual contracts can be cancelled in accordance with the contract's terms on cancellation, if the development in dissemination during the contract period no longer has a positive cost/benefit for one or more tenderers, according to the contracting authority's assessment.

The contract has an annual value of approx. NOK 50 million excluding VAT.
