Prequalfication: Distribution Agreement for SAN and Storage Technology from IBM

The Register Unit in Brønnøysund

The Brønnøysund Register Centre shall enter into a purchase agreement (‘Distribution agreement’) and a maintenance agreement with one tenderer related to distribution services for SAN and storage technology from IBM. The contract shall cover the purchase of hardware with associated software, associated support and maintenance services and other services the distributor can offer.
The total value of the contract is currently uncertain due to the need for supplementary equipment components and consultancy assistance will vary in accordance with the need for replacement and investment. However, the estimated value of the contract is between NOK 20 000 000-40 000 000 and is divided approximately as follows: NOK 15 000 000-30 000 000 for equipment, NOK 4 500 000 — 9 000 000 for support and maintenance and NOK 500 000 — 1 000 000 for consultancy services.
The Brønnøysund Register Centre aims at ensuring that the supplier agreements run continuously as long as the costs incurred do not exceed the total estimated value in the qualification documentation. Cf. the above section.

Qualification requirement: Tenderers must be a legally established company.

Documentation requirement: The contracting authority will obtain the company registration certificates via the eBevis system. Foreign tenderers must attach certificate that prove they are a legally established company and that they are registered in the professional registered as determined by the law of the country in which the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers are required to have sufficient economic and financial ability to fulfil the contract. The tenderer´s solidity, liquidity and financial strength set up against the procurement´s total value and contract length will be central in this assessment. Documentation requirement: the tenderer's most recent annual accounts with notes, including any new information of relevance to the tenderer's accounting figures. The contracting authority will obtain the company registration certificates via the eBevis system.

Teknisk og faglig kapasitet:

Qualification requirement: the tenderer must have very good experience from equivalent assignments.

Documentation requirement: an overview of the most important deliveries in the last five years. This must specify the content of the contract, value, length and the name of the contracting authority. Appendix 3 to the tender documentation must be used. The contracting authority will accept relevant contracts from the Nordic countries, including Norway, Sweden, Denmark, Finland and Iceland. For two of the contracts, the tenderer must present contact information (name, e-mail and mobile number) to a person whom the Brønnøysund Register Centre can contact if deemed necessary.

Qualification requirement: tenderers must be able to use the resources of any business the tenderer relies on for support. The contracting authority shall only relate to the tenderer, who will have the same responsibility for his sub-contractor's services as for his own.

Documentation requirement: the tendering company must state in appendix 2 to the tender documentation if it is planning to rely on subcontractors/third parties. The name of the subcontractor/third party, which parts of the assignment it is to perform, and a description of the period and scope of previous cooperation must be stated. If a tenderer must use sub-contractor(s) to fulfil the financial or technical/professional qualification requirements in the call for tenders, documentation must be enclosed that confirms that the tenderer will be able to use the necessary resources, e.g. by presenting a commitment statement from the sub-contractors(s) (included in appendix 2). Please note that such documentation will be required for the following instances: Tenderers have a collaborative relationship to independent consultants who are not employed in the organisation, but who are separate legal subjects, e.g., sole proprietorships. These shall be included in the documentation which shall prove that the qualification requirements are fulfilled. The tenderer has a cooperative relationship with e.g., associated companies in groups that are separate legal entities (e.g. Ltd) — and that these must be included in the documentation that proves that qualification requirements have been met. In possible borderline cases we suggest that commitment statement(s) are enclosed regardless.
