The object of the procurement

NRK's strategy states that NRK must have an offer for all target groups and must be present on all the important media platforms. NRK must be leading in the Norwegian media market through breadth, totality, and a combination of the quality content and communication.

The contribution of audio and video signals is an important part of the production of news and entertainment programmes in TV, on the radio, and on the internet. NRK also depends on good data communication at all locations.

Norsk rikskringkasting thus invites tenderers to an open tender contest for a contract that will ensure NRK has point to pont fibre connections in Oslo and the surrounding area.

This notice is for a first delivery of 16 fibre stretches ('the main package'). The fibre connections will be 1 pair of single modus fibre (dark fibre) that will be terminated in a standard fibre shelf in each building. It will be appropriate to use single fibre for some connections instead of a fibre pair. Further details and information is in the tender documentation, annex 1 Tender Basis, which will be sent to tenderers who have signed and submitted NRK's confidentiality declaration (see the description below).

NRK intends to enter into a service contract with one or maximum three tenderers.

The offered fibre stretches must mainly be based on the tenderer's own network. If a tenderer must use hired capacity in another network for parts of the fibre stretch in the tender, the network owner must be clearly stated.

Due to operational/technical and security reasons, NRK will not enter into a contract with a tenderer that functions as a broker/sub-supplier for these services, only the administrator or owner of the connections.

Confidentiality declaration before the tender documentation Annex 1 Tender Basis is sent out.

Annex 1 Tender Basis with the Price Sheet Annex has been censored for security reasons as well as for information that is not publicly available for operational and business reasons.

Tenderers must sign a confidentiality declaration (Annex 2) and submit this together with a request for access to the uncensored version of this.

Requests for access are to be sent via Mercell.

Beskrivelse av fornyelser:

The service contract will last for three (3) years. The contract will renew automatically for 1 (one) year at a time, unless 6 (six) months notice is given by the contracting authority, or 12 (twelve) months notice by the tenderer, before the renewal date. During the option period, NRK will on an annual basis assess extension of the options.

Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers must have their affairs in order with regard to the payment of tax, payroll tax and value added tax (VAT). Documentation: Tax certificate, not older than than 6 months calculated from the deadline for receipt of the application.

Any arrears must be justified.

Requirement: tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established. Documentation: Company registration certificate from Brønnøysund or equivalent from the authorities in another country.

Økonomisk og finansiell stilling:

Requirement: tenderers must have sufficient economic and financial capacity to be able to execute/fulfil the contract.

The economy is evaluated on the basis of an overall assessment based on the following parameters: profit level (preferably above 5 %), liquidity ratio (preferably above 1), solidity (preferably above 20 %) and debt ratio (preferably below 5).

Documentation: the economic and financial position must be documented by the following information:

Presentation of the last approved annual accounts with notes, as well as the annual report and auditor's report if this has not been deselected.

The last submitted period accounts.

NRK will obtain credit/solidity appraisal from a recognised credit rating agency.

Alternatively: solidity assessment from a company licensed to operate a credit information business. The evaluation must not be older than 3 months from the deadline for receipt of tenders. It must be based on the last approved accounting figures and should report on the credit worthiness and degree of bankruptcy risk (bankruptcy prediction).

If the tenderer relies on a parent company or others, the corresponding figures as well as the declaration of commitment (parent company guarantee, etc.), must be submitted.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that the contracting authority deems suitable. An example is a statement from an appropriate auditor or financial institution to highlight the documentation requirement. The contracting authority will assess what will be seen as a justifiable reason and what documentation will be seen as satisfactory.

Teknisk og faglig kapasitet:

Requirement: relevant deliveries and references.

Tenderers must have up to 3 relevant and well-documented deliveries that have been carried out in the last 3 years.

Documentation: a description must be given of the tenderer's up to 3 relevant assignments in the last 3 years. The references must, as a minimum, be described with the following information:

— the customer's name,

— a short description of the procurements, services and turnover volume,

— date and duration.

Requirement: tenderers must have good professional competence for the delivery included in the procurement.

Tenderers must have sufficient capacity to complete the assignment.

Documentation: tenderers must provide a detailed description of the professional competence that the tenderer has.

If a tenderer will rely on another company's capacity to fulfil the contract obligations, the tenderer must explain how the sub-suppliers and contractors fulfil the tenderer's obligations.

Requirement: tenderers must have suitable and well-functioning quality assurance procedures and control routines.

Documentation: a copy of a quality assurance certificate (ISO 9001/ISO27001 or equivalent), issued by an accredited certification body.

Alternatively, a description can be given of the tenderer's systems for quality assurance, as well as how they are implemented and managed in the company.

The requirement must be fulfilled by both the tenderer and any collaborating companies.

Requirement: Tenderers must have authorisation for the installation of an EKOM network.

Documentation: The company must document that it has the necessary authorisations to install and provide the services that NRK describes in this contest. Documentation requirement: Certificates, etc., issued to the Tenderer or his employees.

If a tenderer will rely on another company's capacity to fulfil this requirement, the tenderer must document how sub-suppliers and contractors will fulfil this requirement.
