In connection with the construction of tunnels for transferring clean water through Oslo there is a need to implement condition assessment of buildings and structures that can be affected by the construction works that will be carried out. Hereunder, also follow-up of subsidence, ground water, vibrations and noise etc. that can affect the properties and associated structures and residents.
There will be a total of six construction areas of which two are minor construction sites for risers and manholes. There will be a need to monitor tunnel water, noise and dust from the construction sites and perhaps also in connection with landfill areas.
The assignment is described in more detail in the document ‘Assignment Description’.

VAV has the right to extend the contract on verbatim terms (in addition to regulation of hourly rats in accordance with the contract formula point 15.2) one or more times up until and including the completion of the project, including termination of any conditions (damage reports) along the construction site connected to the subsidence follow-up.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

• Tenderers must be a legally established company

Documentation requirement:

• Norwegian tenderers: company registration certificate VAV will obtain the company registration certificates for Norwegian companies;

• Foreign tenderers: verification that the company is registered in a trade register or company register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial standing to fulfil the contract.

Documentation requirement:

The company's last annual financial statements, including notes, the board's annual report and audit report, as well as recent information of relevance to the company's fiscal numbers. The contracting authority will obtain the accounting figures itself from public registers for Norwegian companies.

The contracting authority will also obtain credit ratings from Creditsafe.

Economic and financial standing will be assessed on the basis of, amongst other things, turnover, operating margin, solidity, liquidity and payment history.

Teknisk og faglig kapasitet:

Requirement:

• Experience is required from projects of equivalent nature and degree of difficulty

The tenderer must have experience with the following:

1) Examination of buildings and infrastructure;

2) Control of wells;

3) Levelling of buildings;

4) Pore pressure monitoring;

5) Monitoring of noise;

6) Monitoring of dust;

7) Monitoring of vibrations;

8) Monitoring of chemicals, biological and physical parameters in water bodies.

Documentation requirement:

An overview of relevant works performed during the last 3 years. VAV will also take into consideration relevant deliveries or services carried out more than 3 years ago. The overview must state the date of execution, the assignment value and name of the contracting authority.

And

• completed document 'Reference Template'.

• the tenderer must have sufficient capacity and implementation ability.

• a statement of the tenderer's average annual workforce and the number of employees in management in the last 3 years.

• a description of the technical personnel or technical units, particularly those who are responsible for quality control, that the tenderer has at disposal for fulfilment of the contract.

• the tenderer must have technical equipment at their disposal to implement the assignment.

• a description of the tools, material and technical equipment that the tenderer has at its disposal for fulfilment of the contract.

• the tenderer must have a quality system/management system.

• certificate of the company's quality system/management system issued by independent bodies confirming that the tenderer fulfils specific quality assurance standards, for example ISO 9001 or equivalent.

The contracting authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.
