The current joint contract for the delivery of mobile telephony services expires on 01.05.2022. The new joint contract will be valid from 02.05.2022.

The aim of the procurement is to enter into a joint government contract with both a primary supplier and a secondary supplier for the procurement of telephony services. The form of the procurement has been chosen based on availability, quality, and security, as well as a need for good geographical coverage.

The procurement is for telephony services that cover the contracting authorities' need for appropriate and cost efficient systems - either alone, or in combination with other systems.
Telephony services are connected to the contracting authorities' need for:
• mobile telephony services at subscription level
• mobile switchboard services
- administrative and commercial systems.
• competence within telephony and user support
• landline telephony services
The list is not exhaustive.
In addition there are a number of additional services and other services that are included in hte joint contract.
The other services and landline telephony services will only apply for the primary supplier, which will be responsible for both landline and mobile telephony services including data traffic.

Requirement
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation Requirement
Norwegian tenderers: Company registration certificate
Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement
Tenderers must have sufficient economic and financial capacity to fulfil the contractual obligations.
Documentation Requirement
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with licence to conduct this service.
The contract owner will assess the size of the turnover, annual results, as well as key figures in the balance sheet. The contract owner reserves the right to obtain further credit rating information or other economic information. This includes, but is not limited to, Annual Financial Statement including notes, the Board’ Annual Report and Auditor Reports.

Teknisk og faglig kapasitet:
Requirement
Tenderers must have relevant experience from the provision of telephony services to customers of the same size as the contract's contracting authorities, cf. Annex 11 'The Contracting Authorities Covered by This Contract'.
Documentation Requirement
Description of the tenderer's three most relevant contracts during the last three years. The description must include a statement of the assignment's value, date of delivery, and the name of the recipient.
Tenderers must have sufficient capacity, resources, and suitable manpower to comply with the contractual obligations.
A statement must be given of the tenderer's average annual workforce and the number of employees in management in the last three years.
A description of the proportion of the contract and the areas for which the tenderer expects to engage a sub-provider.
Tenderers must have a quality assurance system relevant for the delivery.
Certificate for the tenderer's quality assurance system, issued by an independent body, confirming that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001 or equivalent.
