Froland Municipality signed a contract with Kruse Smith Entreprenør AS for a partnering contract for a new nursing home at Nesbakken in Froland, September 2021. A progress plan was established in accordance with the contract, with partnering and engineering design services up until mid April 2022, with a start-up of the execution in mid April 2022, and hand-over by the end of February 2023. Obstacles for the project arose during the partnering phase. Firstly, it was clarified in the budget process for 2022 that resources have not been set aside for a start-up of the execution in 2022. Secondly, seepage has been found at the construction site, which has triggered a need for comprehensive ground surveys before the work can commence.
